The Southeast Alaska Power Agency (SEAPA) is seeking proposals from qualified industrial electric installation contractors to replace the Wrangell Substation SF6 Circuit Switchers, located at Wrangell, Alaska. Work shall be performed during the established outage dates of June 1-10, 2022. The undersigned, acknowledging their familiarity with all parts of the Request for Proposals (RFP), attachments thereto, and any addenda, hereby proposes and agrees to perform all work described under the RFP in a skillful and timely manner, including providing all labor, materials, supplies, tools, equipment, manufactured articles, transportation, and services necessary for refurbishment of the Petersburg Substation as more particularly set forth in the RFP. All work shall be complete, and all work, materials, and services not expressly indicated or called for in the RFP, which may be necessary for the complete and proper fabrication and delivery of the work in good faith, shall be provided by the Contractor as though originally so indicated, at no increase in cost to SEAPA. The Southeast Alaska Power Agency (SEAPA) is seeking proposals from qualified industrial electric installation contractors to replace the Wrangell Substation SF6 Circuit Switchers, located at 1059 Zimovia Hwy approximately 1 mile south of the Wrangell airport. Work shall be performed during the established outage dates of June 1-10, 2022, unless weather or other unforeseen circumstances precludes otherwise. Proposals are due by March 15, 2022 at 4:00 p.m. AKDT. The Wrangell Substation is critical to delivering reliable power to Wrangell. Annual maintenance and 5- year testing performed by SEAPA have maintained reliability and life expectancies. During the 2021 maintenance outage, SEAPA discovered that the Wrangell transformer circuit switcher was low on SF6 gas. After in-house testing to identify the leak, refilling the dielectric (insulating) gas and placing the asset back online, it continued to leak gas. The Circuit switcher has now lost all SF6 gas and is at the end of its useful life.
