The project includes moving and repairing the petanque court, a soccer field, the tennis court, the children's play area and some accesses. In addition, the project includes the addition of a footpath, the addition of a water play area, the addition of an area for teenagers (gazebo, skateboard, ping pong and basketball), the demolition of the existing building and the construction of a new building. The City of Victoriaville is requesting tenders for the work described above. They must be presented in a sealed envelope bearing the title of the project and the name of the tenderer must be clearly identified. Tender documents are available by contacting the Electronic Tendering Service by contacting one of its representatives by telephone at 1 866 669-7326 or 1 514 669-7326 or by consulting the website , quoting reference number 1571453 . The documents can be obtained at the cost established by the Organization. Any questions must be sent by email at least 10 days before the submission of tenders. To be considered, any tender must be accompanied by a tender guarantee as described in article 3.4 of the Notice to tenderers of standard 1809-900-II/2019. The tender, the guarantee that must accompany it, as well as all the other documents to be provided will be deemed valid for a period of ninety (90) days. The tenderer must take this obligation into account when having the documents in question completed by others. Only bonds issued by companies holding an insurer's license in Canada will be accepted under the terms of the call for tenders document. The filing by a tenderer of the same tender in paper format and electronically (via the website) constitutes the filing of several tenders and entails the automatic rejection of all these tenders. Under the government rules currently in force, the vaccination passport will be required to attend the opening of tenders. However, it will be filmed and the video produced will be accessible on demand. To facilitate the analysis of submissions in connection with COVID-19, a 4th copy of the submission must be provided in electronic form in PDF format on a USB key included in the envelope. The City of Victoriaville does not undertake to accept the lowest or any of the tenders presented, nor to incur any costs or any obligation of any kind towards the tenderer(s) and reserves the right to overrule any irregularity minor in the case of the lowest bid. The City of Victoriaville has adopted a procedure for receiving and examining complaints in connection with the awarding of a contract. The tenderer is aware of the government measures and the economic context in force in connection with the COVID-19 epidemic on the day of submission of his tender. It will therefore not be possible for him to invoke them as a case of force majeure in order to avoid his obligations. It remains that additional government measures or new events of force majeure, that is to say an unforeseeable and irresistible event, may occur after the award of the contract and thus affect the performance of the obligations.
