Site work for a civil project in Lambertville, New Jersey. Completed plans call for site work for a water / sewer project; and bridge / tunnel.
This project consists of emergency repairs to the Upper the Arnett Avenue stormwater conveyance system as a result of damages incurred during Tropical Storm Idas flooding impacts to the City of Lambertville on August 31, 2021. This area was further inspected for the City by a closed-circuit television (CCTV) vendor with report information and supplemental videos/photos available upon request. The culvert begins just east of Route 29 (N. Main Street) and crosses to Arnett Avenue where it then changes direction within the rear yard properties of #253 to #259 N. Main Street to an outfall adjacent to the Diamond Silver Parking Lot. This repair will require restoring conveyance through a collapsed debris blockage to match pre-existing hydraulic conditions that has created a sink hole within the rear properties, severely reducing the stormwater capacity of the existing 5 x 4 pipe culvert believed to be composed of various materials including concrete and flagstone. Actual limits of the blockage will be determined as part of this contract efforts through careful excavation removal and vacuum excavation to provide sediment cleaning of the approx. 225 LF culvert span. Culvert repairs are anticipated to require approx. 40 LF of reinforced concrete three-sided culvert, to replace and re-establish the stormwater conveyance capacity, and to fill, compact and restore the rear yard property areas affected by the culvert repairs. Disturbances to the adjacent Diamond Silver parking lot including limited curbing, fencing and pavement areas affected by the trench excavation will also be required. Several tree removals are anticipated to be removed prior to the repairs; however, stump removals will be the responsibility of the contractor. A final CCTV inspection upon completion of construction limits will be performed prior to project closeout. The contractor shall be responsible for providing all labor, supervision, trade skills, materials, equipment and clean up restoration required for this project as described in the Construction Documents. All private property access agreements will be obtained by the City, and work on this contract must be completed within thirty (30) calendar days from issuance of a Notice to Proceed. A certified check or cashiers check made payable to the order of the City of Lambertville, or a duly executed Bid Bond, in the amount of ten percent of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder together with a Surety Consent evidencing that he can obtain the required Performance Bond. The successful Bidder shall be required to deliver to the City an executed Performance Bond of a responsible indemnity company authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of the New Jersey State Statutes: N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 Affirmative Action Section 1 of P.L.1977, c.33 Statement of Ownership (N.J.S.A. C.52:25-24.2) N.J.S.A. 40A:11-18 American Goods and Products to be Used Where Possible Section 21 of P.L.1971, c.198 Guarantee to be Furnished with Bid (N.J.S.A. C.40A:11-21) Section 22 of P.L.1971, c.198 Surety Company Certificate (N.J.S.A. C.40A:11-22) Section 16 of P.L.1971, c.198 Listing of Subcontractors (N.J.S.A. C.40A:11-16) Section 1 of P.L.2001, c.134 Business Registration (N.J.S.A. C.52:32-44) If awarded a contract, your company/firm shall be required to comply with requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. A copy of the New Jersey Business Certificate is a required mandatory item with bids. The City of Lambertville reserves the right to consider bids for sixty (60) days after their receipt. The right is reserved to waive any informalities, to accept bids which it deems most favorable to the interest of the City, to make an award on each item separately or as a whole and to accept any bid or to reject any or all Proposals in accordance with the specifications and the proposal forms. This project is subject to both Davis Bacon wage rate requirements and New Jersey Prevailing wage rate requirements. The contractor shall utilize the higher of the two rates in each and every category of work on the project. Prevailing Wage Rates in accordance with Wage Determinations to the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq., and N.J.S.A. 34:1B-5.1, Chapter 150, Laws of 1963 will apply to the contract. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, Contracts shall be awarded to business concerns owned by area residents. Bids for proposals in excess of $100,000 must be accompanied by a written Affirmative Action Plan. The outside of the envelope must contain the name and address of the Bidder and also must identify the bid as for Upper Arnett Avenue Stormwater Conveyance System Emergency Repairs. Bids shall be made on the forms provided and made part of the Contract Documents, which shall be submitted intact.
