Questions / Requests for Clarification Due March 4th, 2022 2:00 PM Answers to Questions / Requests for Clarification Issued (approx.) March 9th, 2022 Purpose The purpose of this RFP is to Contract with one (1) experienced and qualified Project Manager the Project, which includes the design-build of three facilities to assist OSP with managing the Project. These Project exceeds OSP' s current capacity of available Project Managers. OSP has a need for a Project Management Services consultant to enable Agency to effectively manage these Projects from 2021 - 2024 SCOPEOFWORK The successful Proposer shall assist and advise OSP (the "Owner" under the contract) throughout all Project phases of design and construction through occupancy, as well as completion of all commissioning services and warranty period work. It is anticipated that the selected Consultant shall advise and assist the Owner for the duration of the entire Project, which includes participating in the feasibility evaluation of proposed locations for Facilities 2 and 3, oversight of the design and construction process (design-build method planned), as well as assisting Owner with budget development, expenditure tracking, and required reporting functions. The selected Consultant will generally manage the Project on behalf of Owner for all construction-related matters, pursuant to the final form of the contract between the Owner and the Consultant, except as otherwise indicated by the Owner during contract performance. The selected Consultant will be required to coordinate the work of the D-B contractor with the Project Stakeholders and to confirm that all required OSP programming is captured and incorporated in the Project to the greatest extent possible. The selected Consultant must assist the Owner as needed in establishing the responsibilities of the Projects team, tracking action items from Projects meetings, and reporting out to Projects stakeholders on items that have not been resolved in the anticipated time frame. The selected Consultant will also be involved in the development and implantation of a web-based Project management/document control software system that provides full access to appropriate Projects team members. The selected Consultant must also provide sufficient experienced, fully qualified key personnel to achieve these Projects objectives. The Services of the Project Manager are described blow and in Exhibit A (Scope of Work) to Attachment A (Sample Professional Services Agreement). For purposes of the Project, the primary services of the Project Manager are anticipated to be o Assisting the Owner manage the D-B method design and construction process, including onboarding of the Design-Builder, kickoff, and initial project coordination efforts; o Assisting the Owner in tracking and reporting expenditures and budgets in accordance with funding requirements; o Overseeing Tenant and lease coordination for Facility 1 o Planning and implementing the relocation of staff and building contents to the remodeled and/or new facilities associated with the closure of the Springfield, OR, facility; o Coordination of Owner's conceptual building design ideas with D-B contractor team; o Overseeing the development of a master timeline for services; o Managing the overall Project schedule, including modifications for construction schedule developments; o In accordance with Owner direction, participating in overseeing the D-B contractor team construction budget development; o Preparing monthly Project status reports for the benefit of the Owner. o Assisting the Owner as needed in communications to the D-B contractor team, and otherwise represent the program interests and needs of the Owner during the development of the Schematic Design for the Projects; o Refreshing internal and external media communications protocols to meet Project's needs; o Assisting Owner with early construction work package development, if any; o Providing other pre-construction services as needed, including, but not limited to review and refinement of preliminary construction cost-estimates and development of the Project services/work coordination plan for Projects services and other work to be performed by the Consultant, the Design-Build Contractor, OSP and any other Project contractors and consultants. o Assisting as needed in the design and construction work/services scope development and implementation strategy to confirm that the Projects will meet the State's 1% for Art requirements; o Assisting as needed in the design and construction work/services scope development and implementation strategy to confirm that the Projects will meet the State's 1.5% for Green Energy requirements; o Assist in the verification of Certified Firm/COBID goals, pay equity and Executive Order 21-29 compliance; o Assisting as needed in the Owner's oversight/review of the D-B contractor's subcontractor bidding/award process, pursuant to the requirements of the contract between the Owner and the planned D-B contractor; o Managing and coordinating all construction services and work on the Projects as needed, to confirm that the D-B contractor, the other members of the D-B contractor's team and all other contractors and consultants providing services, materials and other work on the Projects work sites are placing high emphasis on worker/employee safety and public safety; o Reviewing and commenting to the Owner on the design documents for the Projects; o Assisting in document research, assembly of any documents required for mediation or other dispute resolution process for pending or formal claims by the D-B contractor, and any other contractors or consultants providing goods, materials, services, or other work on the Projects; o Developing formal scope of services/statement of work provisions for commissioning services for the Project and assisting in the development of a competitive procurement for Project commissioning; o Assisting as needed in the closeout and commissioning of the Projects and warranty services/work a needed; o Managing construction administration services and ensuring all necessary documentation is correctly completed; PROJECT SCHEDULE. The schedule related to these Projects is outlined below. The RFP for the Design Builder was advertised on January 18th, 2022 and set to close on March 10, 2022. OSP intends to complete the solicitation for the feasibility study for site selection for Facilities 1 and 2 by March 31st, 2022.
