Site work and paving for a mixed-use development in Manchester, Connecticut. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Work under this contract includes the replacement of an existing traffic control signal and the removal of existing channelizing islands. It includes other appurtenant work such as the installation of concrete sidewalks and ramps, minor storm drainage construction, bituminous concrete milling and resurfacing and the installation of pavement markings. The Contract Drawings and Specifications (i.e., documents) may be examined at the office of the Director of Purchasing, Lincoln Center, 494 Main Street, P.O. Box 191, Manchester, Connecticut 06045-0191. Bid security in the form of a bid bond, payable to the Town of Manchester, is required in the sum of 5 percent (5%) of the total bid. Bid security shall be subject to the conditions set forth in the Standard Instructions to Bidders. No bidder may withdraw their bid for a period of sixty (60) days after the date of bid opening. The bidder agrees that 8% of the awarded contract value shall be performed by disadvantaged business enterprises (DBE) as certified by the Connecticut Department of Transportation. The successful bidder must indicate the disadvantaged business enterprise(s) it intends to utilize to achieve the above stated percentage at the time of bid. See Appendix "E" for additional information. All bidders are required to inform themselves fully of the conditions relating to the construction and labor under which the work will be or is now being performed and the contractor shall employ, as far as possible, such methods and means in the carrying out of this work as will not cause interruption or interference with any other contractor. The submitted bid shall include all of the following completed documents to be considered a qualified bid: "Form of General Bid", 'Bid Proposal Sheets', "Qualifications of Bidder Form", "Bid Bond", "CGS Section 31-57B Certificate of Compliance Form" and "Pre-Award DBE Commitment Approval Request Form". The Town reserves the right to waive any informality or to reject any or all bids, should it be deemed to be in the public interest to do so, and to reserve any and/or all other rights as detailed in the Contract Documents.
