SCOPE OF SERVICES D4.1 The Services required under this Contract shall consist of the following: (a) Obtain a Class 3 Cost Estimate for Option 2 of the short-term repairs at the parkade as outlined in the CKP report; and (b) Undertake a feasibility study to identify the best long-term plan for the parkade, including a review of options with the greatest cost/benefit to the City. (i) Investigate, analyze and validate asset development/redevelopment parameters, technical scope or design requirements forming input to an Option(s); (ii) Investigate, analyze and validate existing site conditions with respect to structures and supporting infrastructure including but not limited to services, utilities, communication network systems, as forming input to an Option(s); (iii) Investigate, analyze and confirm any systems that are shared with other City owned assets such as Millennium Library and Millennium Library Park; (iv) Investigate, analyze and validate pertinent matters concerning ownership, law and/or governance of the real property which comprises the Study subject site; (v) Delineation and documentation of environmental remediation requirements; (vi) Investigate, analyze and validate regulatory requirements forming input to an Option(s); (vii) Financial cost/benefit analysis; (viii) Consultation with Civic departments proposed for relocation to investigate, analyze and validate relocation metrics, and confirm feasibility; (ix) Consultation with other Civic stakeholders or parties potentially supplying information to the Study, in coordination with the Project Manager; (x) Quantification of Civic department consolidated operational efficiencies; (xi) Report Preparation. D4.2 For the Class 3 Cost Estimate, refer to City of Winnipeg Building and General Construction Industry - Class of Estimate Class 3 - Deliverable Maturity Assessment Checklist and Deliverable Definitions (Appendix B). D4.3 According to CKP Condition Assessment report (Appendix A) short term repairs include: (a) Structural - Option 1 which does not address the underlying cause(s) of the deterioration which will limit their durability and performance over the long term (not to be included in the Class 3 Estimate); (b) Structural - Option 2 which includes additional recommendations aimed at addressing the underlying causes of the deterioration and improving long term durability and this is the option that we would like used to prepare the Class 3 Cost Estimate; (c) Mechanical (i) Natural Gas Piping - Painting (this item has been completed) (ii) Fuel Oil Tanks - Seal Tapings (this item has been completed) (iii) Parking Booth Ventilation Addition for Office Spaces (iv) Addition of NO2 detection at all required locations (this item has been completed) (d) Electrical (i) Improved labeling for electrical equipment (ii) Creation of Single Line Diagram (iii) Emergency Generator - Battery Replacement (iv) Alarm System Replacement (Booth Only) D4.4 The feasibility study shall identify cost-effective investment options to address the short-term, medium- and long-term repairs required at the parkade. This study shall consider and assess the cost/benefit and viability of the following options: (a) to prolong the life of the parkade by undertaking all repairs outlined in the CKP report (i) packaged in what years each of the repairs should be undertaken with aim to minimize the amount of parkade closures during repair work. (b) to build a new parkade which would include decommissioning and demolishing the existing facility, and rebuilding a new parkade that will be used for parking purposes but allows for future repurposing for non-parking purposes. (c) to close the parkade and consider what to do with any shared systems; (d) to sell the parkade and consider what to do with any shared systems; or D4.5 All options in the feasibility study should be at a Class 4 Cost Estimate. (a) For the Class 4 Cost Estimate, refer to City of Winnipeg Building and General Construction Industry - Class of Estimate Class 4 - Deliverable Maturity Assessment Checklist and Deliverable Definitions (Appendix C). D4.6 Additional information may be made available by the City of Winnipeg, for use by the Consultant, upon award of Contract. D4.7 Level of Service should be considered in the feasibility study. D4.8 The funds available for this Contract are $100,000.00 D4.8.1 The Services required under D4 shall be in accordance with the City's Project Management Manual Notwithstanding the foregoing, the Consultant is being engaged by the City for its professional expertise; the Consultant shall bring to the Project Manager's attention any aspect of the City's Project Management Manual or templates which the Consultant is of the opinion is not consistent with good industry practice. D4.9 The following shall be included in the Class 3 estimate and feasibility study in relation to costs associated with: (a) City of Winnipeg Green Building Policy: New City-Owned Buildings and major additions (b) Universal Design Policy (c) City of Winnipeg Climate Action Plan (d) OurWinnipeg Initiative The method of Contractor Selection has not been Determined at this time.
