Estimate: $1,000,000 - $4,000,000 The Elm Creek Watershed Authority (ECWA) is requesting sealed bids from qualified, responsible bidders for the rehabilitation of floodwater retarding structure Site 23, Elm Creek (Cen-Tex) Watershed, located near Temple, Bell County, Texas. The purpose of the rehabilitation is to mitigate identified dam safety deficiencies associated with the dam's reclassification as a high hazard potential dam. The major components consist of the following: replace existing principal spillway inlet and conduit, installing a new 30-inch principal spillway conduit and impact basin; widen the bottom width of the existing earthen auxiliary spillway; raise the crest of the existing earthen auxiliary spillway; raise the crest of the existing embankment; remove the existing principal spillway inlet and 24" diameter conduit; and install a foundation/embankment drain system in accordance with the specifications and drawings. All qualified firms including Small, Minority, and Women Owned Businesses are encouraged to submit bids in response to this bid invitation. Estimate: $1,000,000 - $4,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Elm Creek Watershed Authority reserves the right to accept or reject any and all bids at its option and to waive any formalities. *The value for this project is based on a financial range. This item shall consist of removing weeds, grass, roots and soils containing significant vegetative or organic material from the ground surface (including any waste areas) prior to placing earthfill in required areas. The depth of stripping shall be sufficient to remove the vegetative material and soil containing significant organic matter and is estimated to be 12 inches.
