Renovation of a water / sewer project in Watkins Glen, New York. Completed plans call for the renovation of a water / sewer project.

1. The Work of the Project is defined by the Contract Documents and includes but is not limited to: 2. Construction of 300 lf of HDPE intake line into Seneca Lake including all associated chemical and air lines, valving, fittings, and appurtenances. Removal of existing cast iron intake line from the lake. 3. Replacement of two 1,200 gpm raw water pumps and VFD drives. Includes associated SCADA instrumentation and control systems and associated piping. 4. Numerous improvements/modifications to the existing pumphouse building including all associated electrical, mechanical, and plumbing systems required to operate the facility, along with associated earthwork and restoration. 5. Other work as specified and indicated on the Construction Drawings. Contract 1 - Water Treatment Plant/Pre-Treatment Building/Storage Tank generally consists of the construction of a new water treatment facility including infrastructure installation/modification, erection of a pre-engineered metal building, and installation of a filter system and chemical feed equipment. Work also includes a new 292,000-gallon glass-lined, bolted steel water storage tank with baffles, a precast concrete control valve vault, and SCADA equipment. The work also includes numerous improvements/modifications to the existing treatment plant building and equipment including all associated grading, stormwater management, electrical, mechanical, and plumbing systems required to operate the new equipment and appurtenances along with other work specified and indicated on the Construction Drawings. Contract 2 - Raw Water Intake/Pumphouse generally consists of the replacement of 300 lf of intake line into Seneca Lake, one intake screen, two 1,200 gpm raw water pumps with associated SCADA/control systems, piping, and numerous improvements/modifications to the existing pumphouse building. The work includes all associated electrical, mechanical, and plumbing systems required to energize and operate the pump station, along with earthwork, restoration and other work specified and indicated on the Construction Drawings. Contract 2 - Raw Water Intake/Pumphouse generally consists of the replacement of 300 lf of intake line into Seneca Lake, one intake screen, two 1,200 gpm raw water pumps with associated SCADA/control systems, piping, and numerous improvements/modifications to the existing pumphouse building. The work includes all associated electrical, mechanical, and plumbing systems required to energize and operate the pump station, along with earthwork, restoration and other work specified and indicated on the Construction Drawings. The selected Contractor will be required to comply with the funding requirements of both the NYS Environmental Facilities Corporation and the Community Development Block Grant Program, as described in the Bidding Documents. The Village of Watkins Glen encourages Minority and Women Business Enterprises (MBE/WBE) and Section 3 enterprises to submit bids for this project. The selected contractor will be encouraged to ensure that, to the greatest extent feasible, opportunities for training and employment arising in connection with this project will be extended to lower-income project area residents. Further, the contractor will be encouraged, to the greatest extent feasible, to utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. The Supplementary Conditions set forth requirements for the payment by the Contractor and its Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by the General Prevailing Minimum Wage Rates as determined by the New York Department of Labor, Article 8 Public Work, as applicable to the Work. Davis Bacon wage rates also apply to this contract. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, and pig iron and direct reduced iron. A bid security shall be furnished in accordance with the Instructions to Bidders.
