QUOTE ACCEPTANCE PERIOD: Offers providing less than one-hundred and twenty (120) calendar days for Government acceptance after the date offers are due will not be considered and will be rejected. 5. The Government will evaluate quotes submitted in response to this request for quotes. Quotes are Due March 7, 2022, at 12:00 PM Eastern Standard Time REQUESTS FOR INFORMATION: Questions shall be submitted by the prime contractor, through email to the Point of Contact listed above. 8. BUY AMERICAN ACT: Contractors are reminded that there are procedures identified in the incorporated clause 52.225-9 and provision 52.225-10 that must be followed when submitting your quote back to the Government. 9. WAGE DETERMINATION: Wages for all contractors and subcontractors must comply with Construction Wage Rate Requirements. The current determination is General Decision AZ20220027 01/07/2022. Be advised the determination that is current at the time of the award is the determination that will apply for the project. Current determinations are always available at: https://sam.gov. Period of Performance will be 30 calendar days from issuance of Notice to Proceed by the Contracting Officer. Purpose Jeehdeez'a Elementary School Sewer 8" main Line at Manhole at lagoon, must be replaced immediately. Background Due to a broken piping, there is a strong need for urgency regarding the work. The location is considered high desert and the lagoon is needed to be clear of all human waste. Scope of Work Contractor is required to furnish all labor, supervision, tools and materials required to repair the 8" sewer main line and return the system to proper operational condition. Work associated with this requirement may include sealing the sewer 8" main line at the manhole lagoon with 8" test ball. Removing straps on old ductile iron pipe using boom truck crane. Removing old ductile pipe from piers, cut existing ductile pipe just outside of manhole at edge of lagoon. Install new 90' of 8" ductile iron pipe, install 6-8" bell restraints on pipe. Placing new strap pipes back on the piers and remove test ball from sewer manhole. 52.236-27 - Site Visit (Construction) (Feb 1995) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. The contractor will provide new pipes straps for the job. 2. The contractor will provide a truck crane to remove all old piping unit and reinstall the new replacement pipes. 3. Contractor shall perform testing of the system to ensure proper operational condition of the system. 4. The Contractor shall dispose of all debris generated by or caused by the work in this contract. The Contractor is required to comply with applicable Environmental Protection Agency (EPA), Federal, State, and local Government laws, policies and regulations while engaged in the removal and disposal debris. 5. The contractor will provide, labor, materials, and equipment to assist to Project Staff on the reinstallation of the new package cooling pump. Ancillary Requirements 1. The Contractor shall furnish and pay for all supervision, labor, and equipment, mobilization, Arizona State Taxes, Navajo Nation tax equal to 6 percent of their total bid amount, travel and transportation, and other necessary incidentals to repair water line and other related assembly to the water line system as specified herein. The Contractor shall be responsible to pay all local, State and Navajo Nation permits (if any). 2. Coordination is required with the Navajo Tribal Utility Authority (NTUA) relating to all work. The Contractor shall assume entire responsibility for accident(s) to itself, subcontractors, and their employees, during the construction phase of the project. The Contractor shall name the United States Department of the Interior (DOI), Bureau of Indian Affairs (BIA), as the insured party's liability insurance policy. The Contractor shall carry and furnish the following insurance items to the Contracting Officer prior to the start of work and for the term of the project: Period of Performance Period of Performance will be 30 calendar days from issuance of Notice to Proceed by the Contracting Officer. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Contractor is required to furnish all labor, supervision, tools and materials required to repair the 8" sewer main line and return the system to proper operational condition.
