Site work and paving for a road / highway in Lima, Ohio. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The following legal notice is to receive bids for rehabilitating the existing pavement on various county roads by means of resurfacing the existing pavement with 448 asphalt concrete per Allen County specification. The resurfacing will consist of an average thickness of 1-1/2 of asphalt concrete to match the width of the existing pavement. A tack coat will be applied on the existing pavement before resurfacing. 448 Asphalt Concrete shall have minimum bitumen content of 6.2% and may contain a maximum of 10% recycled material. Aggregate to be used in hot mix shall be stockpiled, for sampling by county and testing at least two weeks before being used in hot mix. Stone stockpiles not passing Allen County Engineers specifications as result of testing, shall be rejected for use in this contract. Total number of miles being resurfaced is approximately 11.39 miles. Also included in the project are 1,568 square yards of asphalt planning and 44 butt joints at various project termini and intersections. All of the roads, aslisted on the project list, will require flaggers. Bidders must comply with the prevailing wage rates on Public Improvements in Allen County, Ohio as determined by the Ohio Department of Industrial Relations. Each bidder is required to furnish with its proposal, a 10% Bid Guarantee and Contract Bond in accordance with Sections 153.54 and 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The Board of Allen County Commissioners, Allen County, Ohio reserves the right to reject any or all bids submitted or to waive any irregularities All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governors Executive Order of 1972, and Governors Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on Public Improvements in Allen County, Ohio as determined by the Ohio Department of Industrial Relations. Each bidder is required to furnish with its proposal, a 10% Bid Guarantee and Contract Bond in accordance with Sections 153.54 and 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must provide evidence of its experience on projects of similar size and complexity, and a complete listing of all subcontractors to be used. The owner intends and requires that this project be completed no later than October 28, 2022. To allow proper time for the paperwork to be processed, the contractor will not commence work before July 11, 2022. No bidder shall be permitted to withdraw its bid for a period of thirty (30) days after the time of bid opening. The Board of Allen County Commissioners, Allen County, Ohio reserves the right to reject any or all bids submitted or to waive any irregularities pursuant to Section 9.31 of the Revised Code.
