OC Public Works Is Soliciting a Pre-qualification From Interested and Qualified Contractors for the Loma Ridge Road Widening Project. All Questions Pertaining to This Pre-qualification Must Be Submitted to: Ranique Cortez, Oc Public Works/procurement Services, via Electronically A ten percent (10%) bid security by certified or cashier s check from a responsible bank, cash or an original bidder s bond issued and executed by an admitted surety insurer authorized to transact surety insurance in California, made payable to the order of the County of Orange in an amount equal to at least ten percent (10%) of the total bid amount, as a guarantee that the bidder will enter into the proposed contract if it is awarded to the bidder. In the event the bidder to which the Contract is awarded fails to provide bonds and insurance and meet other preconditions to the County s execution of the Contract in a timely manner, the proceeds of the check or cash or the full sum of the bidder s bond will be forfeited to the County. Original bid security documents shall be received at the following address by 2:00 p.m. on the bid closing date or submittals shall be deemed non-responsive: County of Orange/County Administration South Building Attn: OC Public Works Procurement, Ranique Cortez 601 N. Ross St., 4th Floor Santa Ana, CA 92701 The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the amount of the contract and a Payment Bond in the amount of 100% of the contract, said bonds to be first approved by the County Counsel and the Risk Manager of Orange County. Bond forms to be provide by County of Orange. The Board of Supervisors reserves the right to reject any or all bids and to waive any informality in any bid received. Estimated Contract Amount: $4,700,000 The County's Emergency Operation Center (EOC) is vital to provide communications within the County of Orange in the event of emergencies, natural catastrophe, and recovery operations. The EOC functions as the central communication and coordination hub for both the County and Operational Area emergency response teams, including Mutual Aid Coordinators and state Office of Emergency services. In August 2018, the Grand Jury directed staff to "explore options to build a secondary access road to the EOC from the 241" Toll Road in the event of a catastrophic event. This project will improve Loma Ridge Road to two-lanes (one in each direction), to allow for two-way traffic. In order to minimize the risk of outages of the utilities to the EOC, undergrounding is also included in this project. Undergrounding of utilities includes Southern California Edison, AT&T, Crown Castle, and Cox Communications.
