Re-Phase 3 - Water System Improvements The work of Contract No. 11 -Distribution Mains, is generally described as follows; installation of about 33,000 feet of 16-inch, 26,500 feet of 12-inch, 11,000 feet of 8-inch and 3,600 feet of 4-inch diameter Class 52 ductile iron water mains including valves, fittings, air release manholes, pressure reducing valve manhole, road crossings, directional drilling (with and without casing), pavement restoration, pressure testing and disinfection of water mains along Lorena Road, Elmer Hill Road, Williams Road, NYS Route 26, NYS Route 46/49, Dawn Drive, Siefert Road, Link Road, West Thomas Road, Townline Road and NYS Route 46; installation of about 130 new water services and installation of new service for existing customers including: corporation, curb stops, type K copper, driving water services under roads, installation of new water service from new water main to building including plumbing within building for selected existing water services; miscellaneous work and site restoration. Contract No. 11 includes Additive Bids as described below: Additive 1 - Elmer Hill Road Water Services Additive 2 - West Thomas Street Water Main Extension Additive 3 - Felton Avenue Flushing Connection Additive 4 - Sunset Lane Street Reconstruction Additive 5 - Townline Road - Drainage Improvements Additive 6 - Residential Pressure Reducing Valve Installations Contract No. 11 includes an Alternate Bid as described below: Alternate 1 - NYS Route 26 - Turin Road - 30-Inch Water Main The City of Rome secured funding for the project from Environmental Facilities Corporation - Drinking Water State Revolving Fund (EFC - DWSRF) and the Water Infrastructure Improvement Act (WIIA). The bidder shall comply with all requirements of EFC-DWSRF and WIIA requirements as noted in Contract Documents. Each bid proposal must be accompanied by a Bid Bond or certified check payable to the City of Rome in the amount of five percent (5%) of the Total Bid Price. Complete Bid Bond forms included in the Bid Proposal section of the Project Manual. If a Bidder fails to enter into a Contract with the City of Rome, upon acceptance of bid, the bid security shall be forfeited to the City of Rome. No bidder may withdraw his bid within forty-five (45) days after the date of the bid opening. The successful bidder must provide a one hundred percent (100%) Performance and Payment Bond with a surety company satisfactory to the City of Rome and conforming to the requirements of Article 6 of the General Conditions. Bidders are required to certify that bids have been prepared without collusion with other bidders, subcontractors or suppliers. Each bidder must sign a non-collusion certification statement included in the Bid Proposal of the Project Manual. The City of Rome reserves the right to waive any informalities or to reject any and all bids.
