The Mobile Airport Authority is hereby soliciting Statement of Qualifications from consultants for airfield development projects that are anticipated to occur within the next five (5) years at St. Elmo Airport (2R5) in Mobile County, AL west of St. Elmo, AL. Subject to receipt of Federal funding and/or State of Alabama funding, these projects may include the following: 1. FY2022 - Design Services Needed to Update ALP $100,000+/- 2. FY2023 - Apron Rehab & Expansion $315,000 3. FY2024 - Access Roads & Entrance $1.2M 4. FY2025 - Runway, Taxiway, & Taxilane Rehab $400,000 5. FY2026 - Runway, Taxiway, & Taxilane Rehab $400,000 The services to be provided may include preliminary design, final design, land planning, bidding, construction observation, and incidental special services such as geotechnical/subsurface investigations and topographic surveying. A qualification-based selection process conforming to FAA Advisory Circular 150/5100-14E Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects will be utilized to select a consultant. Fee information will not be considered in the selection process and shall not be submitted with the Statement. Fees will be negotiated as Federal funds become available. The agreement(s) between the Sponsor and the selected consultant will be subject to all applicable Federal Rules and Regulations as identified in AC 150/5100-14E. The Disadvantaged Business Enterprise (DBE) percentage will conform to the anticipated goal established for this project in the full RFQ. Statements must be concise and contain no more than thirty (30) pages of material. This excludes the front and back covers, the two-page cover letter, table of contents, and section dividers. Statements received after this deadline will not be considered. The Mobile Airport Authority reserves the right to reject any and/or all Statements. Submittals will become property of the Mobile Airport Authority.
