General Construction Contract D005934: The General Work Contract D005934 or "GC" includes all labor, materials, and equipment as indicated in the drawings and specifications including but not limited to replacing the potable water distribution system at the upper end of Robert H. Treman State Park with fused HDPE pipe and appurtenances. Contract work includes, but is not limited to: providing all labor, material, and equipment necessary to install new water lines and appurtenances in the upper park potable water system as shown and specified in the contract documents; Furnishing and installation of all associated piping, exterior drinking fountains, pedestal hydrants, valves, and seasonal drains; Installation of an empty conduit parallel to the watermain on the park service road for future communications lines; Removal of existing water spigots, pits, and other previously existing site water appurtenances to below grade; Providing all trenching, backfill, and restoration associated with work of this contract. Additionally: Waterline crossing of Enfield Creek shall be done by horizontal directional drilling; Connection of building services will be 5' outside the buildings; The largest watermain size is 4". Coordinate all work with NYS OPRHP Staff. The estimate range for this project is: $170,000 - $230,000. Minority and Women Owned Business Participation Goals The following goals for MWBE participation on this project have been established at: Minority Owned Business Enterprise (MBE) 0% Women Owned Business Enterprise (WBE) 0% Effective January 11, 2020, for any projects where the project design commenced on or after January 1, 2020 and for any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,473,245 or less, as adjusted annually for inflation beginning January 1, 2022. If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder. The completion date for this project is 200 Days after agreement has been approved by the NYS Comptroller's Office. Liquidated damages will be assessed for failing to complete the work. The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.
