THERE IS NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The 673d Contracting Squadron (673 CONS) is hereby requesting information from firms providing Architect and Engineering Services. The purpose of this notice is to: 1) Determine if capable and interested sources for the procurement of Architect and Engineering (A-E) Services exist; 2) Request submission and/or updates of SF 330 Part IIs; and 3) Invite industry feedback concerning establishing an Indefinite Delivery, Indefinite Quantity (IDIQ) at JBER. Information submitted in response to this notice will be taken into consideration when determining the best acquisition strategy for follow-on procurements of A-E services at JBER. Any subsequent procurement and/or administration of Architect and Engineering (A-E) Services will be performed in accordance with Federal Acquisition Regulation (FAR) Part 36. This Sources Sought is limited to Architect and Engineering firms whom are registered with the State of Alaska to perform services. The proposed North American Industry Classification Systems (NAICS) Code is 541330 - Engineering Services which has a corresponding Size standard of $16,500,000.00. The Government requests that interested parties responding to this notice identify your small business status to the identified NAICS code. Scope of Services: Anticipated projects vary by scope, complexity, and may require the use of multiple design disciplines and related technical services. In general, the following A-E services may be required to support the JBER mission: Title I Services - Generally referred to as Design (and all supporting efforts) Title II Services - Generally referred to as Engineering Support during Construction (Site visits, submittal reviews, respond to RFI, etc.) Fire Protection Engineering; Requires a Qualified Fire Protection Engineer HAZMAT Surveys and Reports (large and small scale, including destructive testing) Survey: Site Planning, Location, Topo, Construction Seismic/Structural Analysis and Reports Geotechnical investigations and reports; Reports to include design recommendations Hydrology/Hydrological Studies and Reports: Ship Creek and other water bodies on base and roads adjacent to them; General surface water flow and its impact on storm water systems Typical 100% bid-ready Construction Documents Typical 35% Design-Build Bid Documents Utility Assessments and Analysis Facility System Inspections, including Code Compliance Planning Charrette Report Development Cost Estimating (separate from tasks otherwise awarded) Area Development Plans Space Authorization/Utilization Studies (and associated AF documents) Develop and periodically update "Standard Specifications" and "Standard Drawings" Libraries All interested and qualified firms are invited to respond to this sources sought notice with a completed Standard Form 330 - Architect-Engineer Qualifications, Part II General Qualifications (See attachment SF 330), as well as any feedback to the following market research questions concerning establishment of an A-E IDIQ at JBER: Is your firm interested in participating in a JBER Air Force administered A-E IDIQ contract If not, what would your preferred contract structure be and why Would your firm desire a multiple or single award IDIQ contract Why Given the variety of services desired, should the Government request A-E firms propose as a team to satisfy all needed disciplines and services, or propose as a "pool" consisting of individual specialties What is the minimum contract volume (in dollars per year) that makes an IDIQ contract attractive for proposal by your firm How many years should a contract be in effect (base year + option years) before resoliciting a new contract and why Interested parties should respond to this notice no later than 4:00 pm (AKST) on 5 April 2022. The method of contractor selection has not been determined at this time.
