Site work and paving for a mixed-use development in Kalamazoo, Michigan. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The scope of work for this project shall consist of a 3 mill and resurfacing of Duke St. from Kilgore Rd. to Denway Dr., 3 mill and resurfacing of Barnard Ave. from Edgewood Dr. to Hazel Ave., and a 1.5 mill and resurfacing of Barnard Ave. from Hazel Ave. to Benton Ave. The detailed plan sets for each of these projects are included in the attachments to this IFB (Appendix D). The mill and resurfacing jobs will also include structure adjustments, full depth repair, curb and gutter repair, and rolled HMA curb installation as detailed per plan and as directed by the engineer. All necessary traffic control, labor, materials, tools, equipment, and other items incidental to the work being performed shall be included in the Contractor s unit price for this contract. Such items will not be bid or paid for separately but shall be included in the overall unit price. The bidder shall furnish all labor, supervision, supplies, tools, equipment, and other means necessary or proper for performing and completing the work. The bidder shall be responsible for the cleaning up of the job site and shall repair or restore all structures and property that may be damaged or disturbed during performance of the work to the satisfaction of the Public Services Department for the City of Kalamazoo. Drainage structure covers shall be salvaged and reused if in usable condition; otherwise, they shall be replaced. Where needed, all traffic control used for such operations as defined by the MMUTCD will be the responsibility of the bidder. (This does not relieve the requirements of Page 6, Item 3.) Questions regarding terms, conditions and other related bid requirements may be addressed to Craig Hull, Buyer, at (269) 337-8444. The bid must be accompanied by a bid bond which shall not be less than five (5%) percent of the total amount of the bid. No bid will be considered unless it is accompanied by the required guarantee. The bid guarantee shall ensure the execution of the bid and award, and the furnishing of a performance bond and a labor and material bond (A and B below) by the successful bidder A performance bond shall be furnished in the full amount of the contract ensuring the City of faithful performance of all the provisions of the contract, and the satisfactory performance of any equipment required hereunder. The bond shall also ensure the City against defective workmanship and/or materials. A labor and material (payment) bond shall be furnished for the period covered by the contract, in the full amount of the contract for the protection of labor and material suppliers and sub-contractors. Liquidated Damages will be assessed per Section 108.10C of the MDOT Standard Specifications for Construction. Each bidder shall visit the site of the proposed work and fully acquaint himself/herself with the existing conditions relating to construction, labor, and shall fully inform himself/herself as to the facilities involved and the difficulties and restrictions attending the performance of this contract. The bidder shall thoroughly examine and become familiar with the drawings, specifications, and all other bid/contract documents. The Contractor, by the execution of this contract, shall in no way be relieved of any obligation under it due to his failure to receive or examine any form or legal instrument, or to visit the site and acquaint himself/herself with the conditions there existing. No allowance shall be made subsequently in this connection on behalf of the Contractor for any negligence of his/her part. For inspection call the Public Services Department, Engineering Division. The successful bidder will be required to comply with Section 2-125 of the Code of Ordinances of the City of Kalamazoo regarding prevailing wages and Appendix B attached, incorporated herein by reference. Special note: This provision applies only to projects in excess of $100,000 for City ($2,000 federal) funded projects. All work shall be done between the hours of 7 am to 7 pm (Monday Saturday). Work done outside of these times will be at the discretion of the Project Manager. No work shall be done on Sunday, unless otherwise approved by the Project Manager in writing. The Contractor shall conduct their work in such a manner that no excavations are left open overnight. If this is not possible, the Contractor shall provide and install a temporary fence to protect the excavation, at the Contractor s expense. The City's requirements as it relates to prevailing wages includes a meeting with the City's Purchasing Division prior to work and payroll and work monitoring during the duration of the contract. This contract will be awarded to that responsible bidder whose bid, conforming to this solicitation, will be most advantageous to the City, price and other factors considered. The City reserves the right to accept or reject any or all bids and waive informalities and minor irregularities in bids received. Other factors include, as an example but not limited to, delivery time, conformance to specifications, incidental costs such as demurrage and deposits, etc.
