Bids are invited upon the several items and quantities of work as follows: This project consists of the reconstruction of the South Chicago Avenue corridor from West Douglas Street to West Jackson Street. The project includes removal of existing coal vaults, sidewalk, pavement, and utilities and construction of new utilities, pavement, sidewalk, decorative concrete, lighting, and street furniture. ADA compliant building access construction is also included. A certified check or bank draft, payable to the order of City of Freeport, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total Bid shall be submitted with each Bid. The CONTRACTOR must comply with all requirements of the Department of Labor, State of Illinois and must pay the prevailing wage rate on this project as determined by the Department of Labor or the Owner. Bidders need to follow the Wage Rates provided by the DCEO Labor and Procurements Standards officer. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. This project is funded in part by Rebuild Illinois Opportunity Zone Revitalization grant funding. The City of Freeport reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the City of Freeport for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
