MULTIPLE AWARD TASK ORDER INDEFINITE DELIVERY CONTRACT (MATOC IDC) FOR MULTI-DISCIPLINE ARCHITECT-ENGINEER (A-E) SERVICES TO PRIMARILY SUPPORT DEFENSE LOGISTICS AGENCY (DLA) NATIONWIDE CLIENTS OF ENGINEERING AND CONSTRUCTION SUPPORT OFFICE (ECSO). SEE ATTACHMENT FOR COMPLETE INFORMATION. *Visit 'https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtmlsolNo=W518EA22R0007' to obtain more details.* PURPOSE OF THIS ANNOUNCEMENT: This announcement synopsizes the Government s intent to procure Architect Engineering Services pursuant to FAR 5.203(d), FAR 5.205(d) and F AR 36.601-1. PROJECT TITLE: MULTIPLE AWARD TASK ORDER INDEFINITE DELIVERY CONTRACT (MATOC IDC) FOR MULTI-DISCIPLINE ARCHITECT-ENGINEER (A-E) SERVICES TO PRIMARILY SUPPORT DEFENSE LOGISTICS AGENCY (DLA) NATIONWIDE CLIENTS OF ENGINEERING AND CONSTRUCTION SUPPORT OFFICE (ECSO). CONTRACT INFORMATION: a. This contract(s) is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Task orders will be awarded in accordance with FAR 36.6. b. The Government intends to award one (1) small business MATOC consisting of three (3) small business or other socio-economic category firms. The total shared capacity of the MATOC is $35,000,000 for a term not to exceed a five (5) year base period and two (2) twelve month option periods. Work under this contract will be subject to satisfactory negotiation of individual firm fixed price task orders. Rates will be negotiated for each 12-month period of the contract (e.g., the base will have five 12-month periods, and each option will have one 12-month period). c. The task order selection procedures shall be in accordance with USACE Policy Alert 21-013, Updated Procedures for the Selection of Task Orders on Architect-Engineer Indefinite Delivery Contracts (IDCs) , dated 14 April 2021. If a task order is to be awarded under a MATOC, the Contracting Officer shall notify all A-E firms within the MATOC pool of the task order requirement through a Task Order Requirement Notice (TORN). The TORN shall include a short summary of the scope of work, selection criteria, and a request for supplemental information tailored to the specific task order requirement. Assess the project requirement to ensure it fits the MATOC base contract scope. If the PDT determines the scope of the project is within the scope of the MATOC base contract, then a TORN will be issued to all firms in the pool. Information requested in the TORN is intended to supplement existing SF330 information and as such will focus on information required to effectively evaluate each firm relative to the specific task order requirement. The Contracting Officer will give each firm sufficient time as is necessary under the circumstances to submit the supplemental information. Typically, given the focused nature of the request, most information should be able to be provided within five days. A task order selection board shall be utilized. Using the selection criteria specified in the TORN, the selection board will evaluate the SF330s on file and responses to the Task Order Questionnaire to determine the most highly qualified firms for the specific task order requirement. d. IDC Contracts awarded as a result of this announcement will be administered by the Engineering and Construction Support Office (ECSO), Fort WorthDistrict for use on DLA projects nationwide. Task Orders under the resultant MATOC may be awarded by USACE Districts for DLA projects anywhere in the U.S. or its territories or possessions. The method of contractor selection has not been determined at this time.
