The Region of Peel (herein referred to as the Agency ) provides our residents with a safe and reliable drinking water supply. The Agency is also responsible for ensuring wastewater is efficiently collected and properly treated, and that environmental and long-term fiscal processes are sustainable. The Agency provides services to approximately two (2) million residents and businesses within the Region of Peel, parts of York Region, the City of Toronto and is Canada s fourth largest Water and Wastewater (W/WW) Utility. The Agency faces significant challenges in the coming years, including anticipated population growth to 2051, the impacts of climate change, planning for financing the replacement of aging infrastructure, future asset management, further changes in customer expectations and potential changes in the regulatory environment in which we operate. To meet these challenges and to continue to provide the levels of service that our customers expect, the Agency s W/WW Division requires an effective Strategic Utility Resource Model to successfully deliver the programs and services outlined in the Agency s Master Plan and the W/WW ten (10) year Strategic Plan. The Agency also continues to advance towards a Utility of the Future Model (defined in the Definitions section of the document) as the means to achieve our strategic goals. This procurement is issued in accordance with the terms of the Comprehensive Economic and Trade Agreement (CETA), Canadian Free Trade Agreement (CFTA), and other applicable trade agreements.
