It is the intent of this Request for Quotation (RFQ) to describe the minimum requirements for the 2022 Asphalt Rubber Sealants blanket purchase agreement for the Winnebago County Highway Commission. All items, details of construction, services or features not specifically mentioned which are regularly furnished in order to provide those items requested shall be furnished at the quoted price and shall conform in strength, quality and workmanship. By responding to this RFQ you are certifying that you meet all stated requirements. If the vendor receives this RFQ from any source or entity other than the Demandstar website, the vendor is responsible for calling Winnebago County Purchasing Department and requesting their name be placed on the plan holders list. Failure of the vendor to notify the Purchasing Department in no way obligates the County to deliver addendum or other information concerning the RFQ to the vendor. Pricing must be fixed and firm for the term of the contract, 4/1/22 through 12/31/22. No additional fees will be paid beyond what is proposed. This agreement may be extended by mutual consent. Prices are net F.O.B.-Destination, Winnebago County Highway Garage, 901 W. County Rd. Y, Oshkosh, WI. Prices should not include Federal Excise and Wisconsin Sales Taxes as the County is exempt from payment of such taxes. State Statute No. 77.54 (9a). Materials to be supplied by semi-load as needed and must be delivered to the Highway Garage, 901 W. County Rd Y, Oshkosh, WI. Delivery must be made within five (5) business days of receipt of the order. All invoices for products shall have the printed name, signature and department name of the authorized/designated personnel receiving the items. Vendor's failure to obtain information shall result in non-payment by the County for purchase. Payment will be made Net/30 after inspection and acceptance by Winnebago County or its agent. The Winnebago County Highway Commission will determine the quality and suitability of the equipment, materials and /or services offered in its determination of the successful vendor. Award will be made to the lowest responsible, responsive vendor(s) who comply with the requirements. Any estimates of usage or order quantities are rough estimates based on past history. There is no guarantee of the quantity or size of orders, if any.
