The purpose of this Request for Proposals is to receive firm, delivered, price for the purchase of 3M Retroreflective Materials per the attached specifications, terms and conditions. Although the City tries to maintain continuous access to the GePS website, service may be interrupted. Therefore, suppliers are encouraged to submit bids 24 hours prior to the bid closing. This specification covers flexible white or colored, wide angle full cube micro prismatic retroreflective sheeting (hereinafter called sheeting), and related processing materials designed to enhance nighttime visibility of traffic control signs and objects. The sheeting shall be of the following ATSM Types: Item 1. ASTM D 4956-09, Type III or IV; NCDOT Grade C (micro-prismatic) Item 2. ASTM D 4956-09, Type XI; NCDOT Grade A (micro-prismatic) The sheeting shall have a precoated adhesive protected by an easily removable liner. The sheeting shall be part of a family of matched component products required for the manufacture and imaging of permanent traffic control signs as described in section. The City reserves the right to award contract(s) in whole or in part, whichever is in the City s best interest as it determines in its sole discretion. The City of Greensboro reserves the right to award multiple contracts with the intent to provide service coverage based on geographic areas or other methods by which the city service area may be sub-divided. The City will continue to utilize state contracts throughout the year to obtain competitive pricing. If the sheeting manufacturer's materials have not been successfully employed within the agency's signing program for the full warranty period, the supplier shall post a product bond against which the agency may invoke the warranty provisions should the product fail. The bond shall be posted for an amount of time equal to the sheeting s warranted performance life required by this specification. The bond shall be inan amount equal to the maximum warranty penalties allowed on the volume of materials estimated for purchase. Should actual purchases during the contract period exceed the amounts estimated, the vendor will be required to increase the bond to cover the additional liability.
