This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification, or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 237990 Small Business Size Standard: $39.5M Solicitation: The NPS anticipates issuing a request for proposals in late Spring / early Summer of 2022. Bonding: The NPS anticipates bid, performance and payment bonds will be required. Project Description: Project Conditions The project is located at Zion National Park, South Campground in Springdale, Utah. The construction magnitude is more than $10M. The surrounding areas include rural, urban, industrial, and residential with limited staging areas. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The anticipated period of performance of 550 calendar days including any potential weather shutdown. There are seasonal/other shutdowns mandated through the construction season. Project Scope: This is a Design Bid Build project which will consist of the areas of work: 1. Rehabilitation South Campground the work will include the rehabilitation of approximately 127 campsites, reorganizing them in loops to simplify visitor wayfinding. Vehicle pads will be repaved; use areas resurfaced and delineated, existing comfort stations demolished, and site furnishings replaced which will improve visitor experience in this critical campground. The 1.7 mile road system will be partially reconfigured and repaved, impacted areas restored and an openditch system converted to piped irrigation for visitor safety. A cast in place concrete drainage channel will be constructed to carry stormwater approximately 2,200 lineal ft. across the site. The channel will be approximately 5 wide, will have a steel traction tread (or approved equivalent) top, and will vary in depth. The project will also rehabilitate two associated facilities, the historic South Campground comfort station and Watchman Campground amphitheater. For the historic comfort station, this facility will receive replaced utilities, fixtures, and interior finish materials, while preserving the character of the structure. Pathways will be installed to enhance visitor experience and improve accessibility. This building will be rehabilitated with one employee restroom and associated storage. The rehabilitation of the Watchman Campground Amphitheater will facilitate compliance with accessibility standards. Accessible seating and stage areas will be installed. Pavement and storm drain will be replaced to reduce hazards and provide accessibility. 2. Rehabilitate South Campground Capital Improvements: This project includes the construction of three new comfort station restroom buildings based on a prototype used throughout the park, installation of a 15-site picnic area, and construction of a new fee station to replace the existing portable fee station. All of these components are integral to the function of the campground and necessary to provide an appropriate visitor service within it. 3. Construct Wilderness Permit Office in South Campground Fee Station: This project will include the construction of the Backcountry Wilderness Permit portion of a dual Fee Station/Permitting Office in the South Campground. It will be completed in coordination with the two projects denoted above. The wilderness permitting office will provide a location for visitors requiring permits (including backcountry, climbing, Angel s Landing, etc.) to come and quickly pick them up without needing to park at the Visitor Center. The building will be a 1,460 SF building that will include both indoor and outdoor registration space, offices for various wilderness and permitting employees, storage, a restroom, and administrative space. It will be combined with the 719 SF Campground Fee Registration building for a total of 2,179 sf. The project will include, but not limited to: Construction of all required features. Upon award, determine and provide an overall Project Schedule for the construction activities and proposed meetings. Provide as-constructed drawings. (2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc. see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. (3) Statement regarding your company s bonding capacity. Letters from bonding companies are not required at this time. (4) Information demonstrating experience and capability on projects of same or similar size, scope, and magnitude, and constructed under similar conditions.
