Reference number : 1575646 Deadline for receipt of complaints: 2022-03-14 Submission sent electronically accepted: Non SUBJECT: Paving repairs - 2022 The Municipality of Saint-Cyrille-de-Wendover is asking for bids for the paving repair of its road network and the repair of driveways Tenderers must provide a price for the supply and placement of 700 metric tons of EB-10C or ESG-10 type bituminous mix, as well as prices for the preparation before paving, the supply and placement of bituminous mix ESG-10 with 1228 m 2 driveway entrance. Since the contract is subject to the ACCQO, the AQNB and the ALEC are only allowed to bid by contractors who have the tender documents in hand. The municipality incurs no responsibility for the fact that the written opinions or any documents conveyed by electronic system are incomplete or contain any error or omission whatsoever. Consequently, any tenderer must make sure, before presenting his tender, to obtain all the documents related to this call for tenders. bid guarantee To be valid, all tenders must be accompanied by a tender guarantee corresponding to a minimum amount of 10% of the total amount of the work. The bid guarantee can be issued in the form of a certified cheque, bank draft or bond made in the name of the municipality of Saint-Cyrille-de-Wendover by an insurance company or a firm specializing in the issuance of bonds. In the latter case, the bond must be valid for a period of ninety (90) days. Performance Guarantee The tenderer will attach to the tender form, a letter of intent issued by an insurance company or a recognized firm specializing in the issuance of bonds. The bond will guarantee the performance of the contract by the contractor and the supply of materials, services and labour, each equivalent to 50% of the total cost of the work. The Municipality of Saint-Cyrille-de-Wendover does not undertake to accept the lowest bid or any of the bids received. If applicable, the municipality will not assume any costs of any kind that may be claimed by the bidders. It also reserves the right to ignore any irregularity it deems minor. Public procurement authorities - complaint The complaint must be sent to the Municipality of St-Cyrille-de-Wendover, electronically to greffier@stcyrille.qc.ca, on the form determined by the Autorit des march s publics (AMP). Said form and the Municipality's complaint handling policy are accessible from the Municipality's website at www.stcyrille.qc.ca. The maximum deadline for submitting a complaint is March 14, 2022. Following receipt of the complaint, the Municipality will electronically send a written decision to the complainant within the time limits prescribed by law. Contract management regulations & declarations In accordance with the provisions of article 938.1.2 of the Municipal Code of Quebec (LRQC C27.1), the municipality intends to apply to this call for tenders the various clauses of its contract management regulations. The municipality reserves the right, in the event of non-compliance, to reject the tender, not to conclude the contract or to terminate it if it is demonstrated that the tenderer has not complied with the requirements of the contract management regulations of the municipality. The latter also reserves the right to terminate the contract if the non-compliance is discovered after the contract has been awarded.
