PURPOSE The purpose of this Invitation For Bids (IFB) is to establish a contract with one (1) or more qualified contractor(s) to provide mulching services. This procurement is being conducted on behalf of John Tyler Community College (JTCC). JTCC seeks a qualified contractor to provide all labor, supervision, equipment, materials, and supplies to perform mulching services at both campuses: Chester Campus 13101 Jefferson Davis Hwy, Chester, VA and Midlothian Campus 800 Charter Colony Pkwy, Midlothian, VA Other VCCS entities may be able to use this contract upon approval by the Shared Services Center, the Contractor, and the requesting College. A contract modification will be required to add the new VCCS entity to the contract. The VCCS consists of 23 colleges with 40 campuses located across the state, as well as two central agencies: the Systems Office and Shared Services Center. STATEMENT OF WORK The contractor shall furnish all labor, materials, supplies, equipment, transportation, and incidental items of any kind as may be required to provide mulching services. These activities are specified in the sections following this paragraph, and the services shall be performed in accordance with all terms, conditions, provisions, requirements, and specifications as set forth herein. All Bidders submitting bids shall be responsible for verifying any and all existing site conditions and measurements at the work site. The Contractor shall be a regular dealer of landscape services and have the necessary labor, equipment, tools, materials, organization, experience and technical skills to fulfill the terms of this contract. Work shall be done manually and completed on the weekend with the exception of some common areas that may be accessible during the week. Coordination of dates will be determined between the Contractor and the College. Mulch is to be double shredded (Chestnut Brown) dyed mulch disease free, at a depth of 2-4 inches in all mulch beds. Mulching services shall include the following: o Removal of grass, weeds, leaves, litter, and other debris prior to placement of mulch. o Create a clean edge between plant beds and adjacent turf areas, curbs, or other hard surfaces. o Rake the area smooth. o When forming individual mulch tree rings, mulch shall not come in contact with the tree trunk. o Mulch should be applied from near the trunk to the dripline when possible. If this is not practical, minimum mulch circle will be determined by the College. o Sweep or blow clean all paved surfaces Any damage to existing utilities, equipment or finished surfaces resulting from the performance of this contract shall be repaired to the Commonwealth's satisfaction at the contractor's expense. Contract Term: One (1) year with four (4) additional, optional one (1) year renewal periods. All Bids must be received ELECTRONICALLY THROUGH eVA by the date and time stated immediately above.
