Site work and paving for a mixed-use development in Buffalo Lake, Minnesota. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; and sidewalk / parking lot.
The Work is comprised of One (1) Contract consisting of one (1) Base Bid and three (3) Bid Alternates. The Owner reserves the right to choose any, all, or none of the Alternates. The Work is generally described as follows: Contract No. 1: HDPE Pipeline Construction: Base Bid No. 1 - Reservoir 6 to Drayton Pipeline Construction: Construction of rural water pipelines consisting of furnishing and installing the following approximate quantities: 300 feet of 1-inch DR 7 through 2-inch DR 11 IPS Poly pipeline, 100 feet of 3-inch DR 11 to 4-inch DR 11 IPS Poly pipeline, 25,000 feet of 6-inch DR 17 IPS Poly pipeline, 100 feet of 6-inch DR 13.5 IPS Poly pipeline, 100 feet of 8-inch DR 13.5 IPS Poly pipeline, and 60,500 feet of 10-inch DR 17 IPS Poly pipeline, 1,300 feet of 1-inch DR 7 through 2-inch DR 11 IPS Poly directional bores, 300 feet of 3-inch DR 11 IPS Poly directional bores, 300 feet of 4-inch DR 11 IPS Poly directional bores, 1,500 feet of 6-inch DR 13.5 IPS Poly directional bores, and 2,250 feet of 10-inch DR 13.5 IPS Poly directional bores, one (1) 10-inch Poly 90-degree bend, one (1) 8-inch Poly tee, one (1) 10-inch Poly tee, one (1) 8-inch by 2-inch Poly saddle, eight (8) tie-ins to existing system, eight (8) gate valves ranging in size from 2-inch to 10-inch, one (1) hose connection assembly, one (1) 1-inch residential curb stop valve, five (5) replacements of existing 1-inch residential curb stop valves, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Reservoir 4 to Reservoir 9 Pipeline Construction: Construction of rural water pipelines consisting of furnishing and installing the following approximate quantities: 2,800 feet of 1-inch DR 7 through 2-inch DR 11 IPS Poly pipeline, 500 feet of 6-inch DR 17 IPS Poly pipeline, 100 feet of 6-inch DR 13.5 IPS Poly pipeline, 25,000 feet of 8-inch DR 17 Poly IPS pipeline, 100 feet of 8-inch DR 13.5 Poly IPS pipeline, and 35,000 feet of 10-inch DR 17 Poly IPS pipeline, 4,000 feet of 1-inch DR 7 through 2-inch DR 11 IPS Poly directional bores, 150 feet of 6-inch DR 11 Poly IPS directional bores, 5,000 feet of 8-inch DR 13.5 Poly IPS directional bores, 3,750 feet of 10-inch DR 13.5 IPS Poly directional bores, one (1) 8-inch Poly 90-degree bend, four (4) 10-inch Poly 90-degree bends, forty-two (42) tie-ins to existing system, fourteen (14) gate valves ranging in size from 2-inch to 10-inch, two (2) flush/air blow off valves, ten (10) replacements of existing 1-inch residential curb stop valves, demolition and removal of two (2) existing manholes, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Reservoir 9 to Reservoir 6 Drop-Off Pipeline Construction: Construction of rural water pipelines consisting of furnishing and installing the following approximate quantities: 100 feet of 1-inch DR 7 through 2-inch DR 11 IPS Poly pipeline, 100 feet of 3-inch DR 11 through 4-inch DR 11 IPS Poly pipeline, and 64,000 feet of 8-inch DR 17 IPS Poly pipeline, 300 feet of 8-inch DR 13.5 IPS Poly pipeline, 500 feet of 3-inch DR 11 IPS Poly directional bores, 750 feet of 8-inch DR 11 Poly IPS directional bores, and 4,300 feet of 8-inch DR 13.5 Poly IPS directional bores, two (2) Cased 8-inch Poly IPS Pipe encased in 12-inch Steel Casing Pipe Railroad Bores, one (1) 8-inch Poly 90-degree bend, three (3) tie-ins to existing system, four (4) gate valves ranging in size from 3-inch to 8-inch, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Alternate No. 1 Incremental Cost to Upsize Reservoir 6 to Drayton Pipeline Construction: Incremental cost difference to provide and install the following approximate quantities: 25,000 feet of 8-inch DR 17 Poly IPS pipeline in lieu of 25,000 feet of 6-inch DR 17 Poly IPS pipeline included as Work within Base Bid 1 Reservoir 6 to Drayton, 100 feet of 8-inch DR 13.5 Poly IPS pipeline in lieu of 100 feet of 6-inch DR 13.5 Poly IPS pipeline included as Work within Base Bid 1 Reservoir 6 to Drayton, and 60,500 feet of 12-inch DR 17 Poly IPS pipeline in lieu of 60,500 feet of 10-inch DR 17 Poly IPS pipeline included as Work within Base Bid 1 Reservoir 6 to Drayton, 1,500 feet of 8-inch DR 13.5 Poly IPS directional bores in lieu of 1,500 feet of 6-inch DR 13.5 Poly IPS directional bores included as Work within Base Bid 1 Reservoir 6 to Drayton, 2,250 feet of 12-inch DR 13.5 Poly directional bores in lieu of 2,250 feet of 10-inch DR 13.5 Poly IPS directional bores included as Work within Base Bid 1 Reservoir 6 to Drayton, one (1) 8-inch gate valve in lieu of one (1) 6-inch gate valve included as Work within Base Bid 1 Reservoir 6 to Drayton, one (1) 10-inch gate valve in lieu of one (1) 8-inch gate valve included as Work within Base Bid 1 Reservoir 6 to Drayton, two (2) 12-inch gate valves in lieu of two (2) 10-inch gate valves included as Work within Base Bid 1 Reservoir 6 to Drayton, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Alternate No. 3 City of Drayton Pipeline Construction: Construction of water pipelines in the City of Drayton, ND consisting of furnishing and installing the following approximate quantities: 100 feet of 6-inch DR 13.5 DIPS Poly Pipeline, 4,700 feet of 10-inch DR 13.5 DIPS Poly pipeline, 100 feet of 12-inch DR 13.5 DIPS Poly pipeline, 1300 feet of 10-inch DR 13.5 DIPS Poly directional bores, 500 feet of 12-inch DR 13.5 DIPS Poly directional bores, one (1) Cased 10-inch Poly DIPS Pipe encased in 16-inch Poly Casing Pipe Highway Bore, one (1) 10-inch Poly 90-degree bends, one (1) 12-inch Poly 90-degree bend, one (1) 12-inch by 6-inch Poly cross, one (1) 6-inch Poly tee, eight (8) tie-ins to existing system, eleven (11) gate valves ranging in size from 6-inch to 12-inch, one (1) flush/air blow off valve, one (1) 6-inch hydrant assembly, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Each Bid shall be accompanied by a separate envelope containing a Bid Security in the form of a Bidder s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to the Walsh Rural Water District, in a sum equal to five percent (5%) of the full amount of the Bid. A certified check in lieu of a surety company in the amount of 5% of the total project cost will not be accepted. This is to serve as a guarantee that the successful Bidder will enter into a Contract within fifteen (15) days of Notice of Award, in accordance with the terms of the principal s Bid and Contractor s Bond as required by law and regulations and determinations of Walsh Rural Water District for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Each Bid shall contain a copy of the Contractor s license or certificate of renewal thereof issued by the Secretary of State. All Bids must be submitted on the Bid Form furnished by the Engineer. No Bid will be read or considered that does not fully comply with the above provisions and other provisions contained within the Bidding Documents, and any deficient Bid submitted will be returned to the Bidder unopened. All Bids will be made on the basis of cash payment for such work. After Bid opening, the Owner will return Bid security of all except the three lowest responsible Bidders. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening to complete financial arrangements. The requirements for Bidders and Contractors under this order include Equal Employment Opportunity and Affirmative Action Requirements, and Davis-bacon Wage Rate Requirements as explained in the Specifications. Bidders on this work will be required to comply with the American Iron and Steel requirement of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications. Bidders on this work will be required to comply with Title 40 CFR Part 33 Participate by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women s Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. Bidders shall demonstrate a good faith effort to solicit for MBE and WBE subcontractors. The completed MBE/WBE Subcontractor Solicitation Information Sheet shall be enclosed in the required Bid Bond envelope. Failure to include the form in the Bid Bond Envelope will result in the Bid not being opened. Contracts shall be awarded on the basis of the low Bid submitted by a responsible and responsive Bidder deemed most favorable to the Owner s interest.
