This Request for Qualifications/Proposal ( RFQ/P ) is issued to provide the selection process for Architectural and Engineering Professional Services for the project named above. Firms submitting a response to the RFP will be asked at a minimum to state their understanding/experience to the project and offer their methodology for meeting the design criteria. The finalists will also be requested to participate in an interview. At that stage of the selection process, respondents will be asked to include a fee proposal for the work as outlined in this RFP. Background Chavez Huerta Preparatory Academy in Pueblo, Colorado is a public K-12 charter school, celebrating its 20th anniversary, as it was established in 2000. CHPA is authorized under Pueblo School District 60. The CHPA student population has grown to 1,022 students as of the FTE count in October 2019. The entire K 12 program is housed in three academies and seventeen (17) different buildings on two campuses that are adjacent to each other, separated by 18th Street. Currently, CHPA has three permanent academies - the Cesar Chavez Elementary Academy (CCA), Ersilia Cruz Middle School (ECMS), and the Dolores Huerta Preparatory High (DHPH). CCA and ECMS are housed on the south campus, while DHPH is located on the northern campus. CHPA serves approximately 6.7% of the entire District 60 15,283 student FTE count and has 20 students on its waiting list. CHPA serves a student population where 80% of its students are on free and reduced lunch and 85% Hispanic. Project Description The Existing Cesar Chavez Academy (CCA), Ersilia Cruz Middle School (ECMS) & Dolores Huerta Preparatory High (DHPH) projects reside on the Chavez Huerta Preparatory Academy Site. Currently, the Preparatory Academy campus is under construction on the Transitional School as the Academy moves to relocate the campus out of current modulars and the Existing Chavez Academy structure to 21st-century facilities. A master plan was completed by CTA in 2017 and is attached as Exhibit 4.3 to this RFQ/P. The Chavez Huerta Preparatory Academy was awarded a $34,792,567.40 BEST Grant as an alternate in the 2021/2022 process.
