No bidder may withdraw his bid within 45 days after the actual date of the opening thereof. Checks of unsuccessful bidders shall be returned to them in accordance with the terms of the bid solicitation. The Owner reserves the right to reject any or all bids, waive any irregularities or technicalities without assigning any reason therefore, and to make the awards in the best interest of the Owner. Bids are solicited and a contract award will be made pursuant to the Public Competitive Bidding Act of 1974 as amended (Title 61, O.S. 1981, Sections 101-136 et seq.). Contractor must obtain plans and specifications from the office of the Engineer to be registered on the Engineer s bid list and be recognized as an eligible bidder for this project. Bids shall be made in accordance with the Notice to Contractors, Specifications and Bidder s Proposal, which are on file and available for examination at City Hall and are made a part of this notice as though fully set forth herein. Any bid received by the City of Guthrie/Guthrie Public Works Authority or an officer or employee thereof, more than ninety-six (96) hours excluding Saturdays, Sundays and holidays before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered by the awarding public agency and shall be returned unopened to the bidder submitting same. Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the office designated in the solicitation by the time specified in herein. Any proposal, modification, or revision received at the office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered.
