The U.S. Fish & Wildlife Service (USFWS) is seeking qualification statements from Architect-Engineering firms for surveying projects located in all U.S. States and Territories. This announcement will remain open for 365 days. Responses will be kept on file and a short selection will be made for individual projects following the process outlined in FAR 36.602-5. Work Requirements: Services required are anticipated to include but are not limited to boundary, topographic, control, and water rights surveying, which may involve research, field work, mapping, preparation of legal descriptions and tract reports, preparation and processing of tentative maps and applications for land division approval, calculation of volumes and quantities, recording of surveys, plats and monument records, boundary marking, posting and maintenance, and other incidental services. Work may take place at any FWS lands and facilities as well as on private lands where a Service interest exists. Contracts resulting from this announcement will only be awarded to small business firms. Required Registration: To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Failure to register in SAM may render a firm ineligible for award. SAM registration is free of charge and can be completed at www.sam.gov. In accordance with FAR 36.601-4(b), the Firm must be a registered/licensed engineering firm to be eligible for award. Provide proof that the firm is permitted by law to practice the profession of surveying (e.g. state registration number, or a brief explanation of the firm's licensing in jurisdictions that do not register firms). As part of SF 330 Section E. Resumes of Key Personnel Proposed for Team, Firms are asked to include Current Professional Registration Number(s), Registered Discipline(s), and State of Registration(s) for individuals. Failure to submit the required proof may result in exclusion of a firm from consideration. Instructions to Firms: Firms that meet the requirements described herein are invited to complete a SF 330 Package. The form can be sourced from https://www.gsa.gov/portal/forms/download/116486 The only acceptable method of submission is by email to nicholas_koston@fws.gov Firms must complete an SF 330 package expressing interest in future requirements and include the following: o SF-330 Parts I & II, Part I must address the "Work Requirements" section of this announcement. o Geographical Location Form (template attached) o License for states selected on geographical location form Evaluation Factors: Evaluation factors considered for individual requirements will be in accordance with FAR 36.602-1 and may include: (1) Professional qualifications necessary for satisfactory performance of required services (2) Specialized experience and technical competence in the type of work required (3) Capacity to accomplish the work in the required time (4) Past performance (5) Location in the general geographical area of the project and knowledge of the locality of the project. (6) Acceptability under other appropriate evaluation criteria The method of contractor selection has not been determined at this time.
