All questions and requests for clarification must be received in writing via email to mcastellanos@slrconsulting.com by 4:00pm on March 22, 2022.The contract consists of the stabilization of two primary areas of bank failure and a large rotational failure in a high terrace located above one of the eroding banks by relocating the reach of SCC that currently is in contact with the failing banks and hillslope along Stony Clove (SCC) adjacent to Route 214. It will involve approximately 1,460 linear feet of channel reconstruction, including the regrading of the right bank high terrace slope, creation of a bankfullshelf and floodplain bench, vegetated stream bank stabilization, riparian buffer and willow plantings, and channel bed restoration. A combination of hardening approaches with softer bioengineering and natural vegetative restoration measures will be used. Proposed bank and floodplain stabilization techniques include live-staked boulder revetment, live-staked boulder revetment with rear bracing, rootwad and native material revetment, floodplain cutoff structure, embedded rootwad, willow fascine installation, and full landscaping and site restoration with topsoil, seed, trees, and container plants and root cuttings. In-stream structures associated with the channel reconstruction will include installation of boulder riffle structures (2-ribs and 4-ribs), random boulder clusters, and random channel roughness The contractor shall provide a point of contact including a contact name, company name, mailing address, email address, and telephone number for distribution of addenda and other bid correspondence. Addenda, if any, will be issued electronically only to those persons whose name and email address are on record as having obtained the contract documents and have attended the mandatory site showing. The Work consists of the following: 1. Mobilization and site preparation. 2. Water control and temporary cofferdams during construction. 3. Bank grading, channel grading, clay excavation, hillslope restoration, and installation of in-stream features. 4. Furnishing and placing topsoil, seeding, plantings, and restoration. Contractors that obtain contract documents from a source other than the issuing office must notify the issuing office in order to be placed on the official plan holder's list in order to receive addenda and other bid correspondence. Bids received from contractors other than those on the official plan holder's list will not be accepted. A certified check or bank draft, payable to the order of Ulster County Soil & Water Conservation District, negotiable United States Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to at least ten (10%) percent Bids shall be submitted in sealed envelopes, addressed to Adam Doan and shall bear on the face thereof, the name and address of the bidder and the appropriate contract title: Stony Clove Restoration Above Jansen Road (SCC1).
