YOSE 231409 - Re-Roof the Big Trees Lodge (Wawona Hotel) Main Building," at Yosemite National Park in Wawona, California. The estimated price range is between $1,000,000.00 and $5,000,000.00. The small business size standard is $16.5M. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the Notice to Proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 120 calendar days. The time stated for completion shall include final cleanup of the premises. Proposals shall be submitted via email to the following: Contracting Officer, amber_hughes@nps.gov Contract Specialist, daena_mulleitner-newman@contractor.nps.gov CS_DSC_Proposal_Submission@nps.gov QUESTIONS Pre-Proposal questions shall be submitted no later than 12:00 pm Mountain Time (MT) on September 22, 2022. DO NOT submit questions through SAM.gov or FedConnect. Submit questions via email to both of the following: Contracting Officer - Amber Hughes, amber_hughes@nps.gov. Contract Specialist - Daena Mulleitner-Newman, daena_mulleitner-newman@contractor.nps.gov An organized site visit has been scheduled for-- Tuesday, September 13, 2022 at 1:00 pm Pacific Time (PT). In order to properly plan for and accommodate those interested in participating in the organized site visit, send an email request to the NPS DSC Contracting Officer (amber_hughes@nps.gov) and Contract Specialist (daena_mulleitner-newman@contractor.nps.gov) no later than 12:00 pm PT on Friday, September 9, 2022. The amount of the proposal guarantee shall be 20% percent of the total proposal price or $3,000,000 whichever is less. The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for Minority Participation for Each Trade 19.8% Goals for Female Participation for Each Trade 6.9% *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project is located at Yosemite National Park in Wawona, California. The surrounding area is rural mountain community, nestled in a forested area, with limited staging room located at the back of the Main Hotel. The project site is approximately 1-mile from the nearest suppliers; 20-miles away from Oakhurst, a larger mountain town; and 65-miles away from the City of Fresno. The project site will require protective measures to ensure the surrounding areas remain undisturbed. The Park and Hotel will remain open during construction, therefore, activities and logistics must be structured and scheduled to minimize visitor impact Work to be performed under this Construction Services project requirement include: Removing all existing wood shakes (approx. 3/8-inch thick, 30-inches long, with 10-inches exposure), then inspection and repair of the flashing and cupola with in-kind material; o Replacement for the existing shakes, install clear cedar shakes (approx. 5-inches wide plus/minus 1/2- inch, 1/2-inch thick, 30-inches long with 10-inches exposure) over 1/4-inches Dens Deck with a layer of cedar breather; o The shake installation pattern shall be consistent with the construction documents and the manufacture's fire-tested assembly. The keyway gap between shakes is at least 1-1/2-inches offset to the left/right from the center of the shake below it. The keyways shall not be directly aligned. The layering pattern of the shakes shall also have up to 20-inches of overlap between the course below it; o All flashings to be brown painted metal; o All wood repairs to be performed with in-kind materials; Page 2 of 2 o Fasteners to be galvanized for wood materials of proper length to secure a tight fit; and o Shake fastener shall be stainless steel ring shank nails (no staples). The Work generally consists of the re-roofing of the hotel, as shown on the project drawings and as specified. A description of the Work is as follows: 1. Abatement and lawful disposal of any hazardous materials necessitated by the Work. Sampling for hazardous materials has been performed by NPS. The Contractor is responsible for a delegated-design investigation for hazardous materials. Refer to Hazardous Materials Article in this Section. 2. Protection of the building, landscaping and site from construction-related damage. 3. Construction of a temporary, waterproof roof enclosure, if necessary to protect the building from water and/or snow intrusion during the Work. 4. Removal of the existing roofing and roof drainage system and construction of a new, Class A roofing system and roof drainage system consistent with the historic character of the hotel. a. Selective demolition of existing wood shakes, underlayments, flashings, roof drainage system, and siding to complete repairs. b. Salvage of existing "Snap-E-Tom" metal can flashings. c. Removal and reinstallation of objects in contact with roofing that are necessary to complete repairs, such as ladders. d. Install of new fire-resistant treated wood shakes, fire-resistant treated ridge boards, underlayments, and flashings, as shown, to achieve a Class A fire-rating. e. Installation of a new roof drainage system, including gutters and down spouts. f. Removal and reinstallation of existing un-decayed siding at roof interfaces, as necessary to install flashings and replacement of decayed siding at roof interfaces. Prepare and paint reinstalled/replaced siding at roof interfaces. 5. Removal of the existing mechanical catwalk with sight screen and Delegated-design and construction of a new mechanical catwalk with sight screen. 6. Installation of new permanent roof tie-off anchors at the veranda roof. a. Removal of existing plywood sheathing. b. Modification of veranda roof framing and bead board soffit support to accommodate new structural framing for roof tie-off anchors. Provide temporary support of bead board soffit, as necessary to support soffit during framing. Re-fasten bead board to supports. c. Installation of new structural members and blocking to support new roof anchors. d. Installation of new plywood sheathing and associated blocking. e. Installation and fabrication of new steel roof anchor assemblies. f. Integration of roof anchors into new roofing system. 7. Restoration of landscaping disturbed by construction operations to its pre-construction condition.
