It proposes a multiyear, multiphase timeline with a price tag well above the recently completed modernization of Concourse B. The RFQ details seven future potential packages to renovate Memphis International's (MEM) terminal, which could total $700 million to $800 million (including escalation and inflation). It focuses on three core packages that would cost $300 million to $400 million. The RFQ describes the $245 million renovation of Concourse B, which opened in early 2022, as Phase I of the TMSP. The goals of the overall TMSP include "expanding and modernizing MEM's terminal facilities (terminals A, B, and C) to improve life safety including ensuring seismic resiliency as well as fire protection upgrades, meet future demand, reduce environmental impacts through sustainability, improve the customer experience, ensure flexibility as operations evolve, and enhance Americans with Disabilities Act (ADA) access." Scott Brockman, president and CEO of the Memphis-Shelby County Airport Authority (MSCAA), told MBJ that the TMSP will include a partnership with multiple parties. "We don't know what kind of funding we are going to be able to garner from [President Biden's] bipartisan infrastructure law, and what we are trying to do is to build a team," Brockman said. "We don't know until we get through all the funding steps what elements we are going to be able to build at any point of time. We want the designer, contractor, program manager, and a planner to help us make sure that all the pieces that are coming together flow well, and the elements we build today don't get in the way of elements that we want to build next year." Scope of MEM's terminal modernization According to the RFQ the terminal modernization includes: Expanding the face of the terminal Relocating and reconfiguring vertical circulation Reconfiguring the ticket lobby Constructing a Checked Bag Inspection System (CBIS) Expanding the security screening checkpoint Building an employee screening checkpoint Expanding bag claim Preparing an area for a future new FIS (Federal Inspection Station, usually a space for international arrivals). The entire project is split into seven potential packages, ordered in priority of importance, and not phased, as the project is still being designed. The first three packages are the "primary focus" of the project, but "work from any of the seven packages could be included," the RFQ said. The packages are: Package 1 - Terminal face and vertical cores Package 2 - Departures lobby and CBIS Package 3 - Ticket counters and bag make-up Package 4 - Employee screening Package 5 - Security and bag claim Package 6 - Marketplace and domestic/international swing gate Package 7 - FIS Who is involved and who MEM is looking for The project team named in the RFQ so far is the MSCAA board and staff; UrbanArch/Alliance, which also designed the $245 million Concourse B), as principal design firms and sub-consultants; the Transportation Security Administration; and the Federal Aviation Administration. A selection is pending for a planner and program manager. The airport is seeking a Construction Manager At Risk (CMAR) for the project, with the RFQ stating that the airport intends to enter separate contracts for the pre-construction and construction phases of the project. The role of the CMAR during the pre-construction phases mostly boils down to keeping costs down, including helping establish the guaranteed maximum price and the project on-time. During the construction phase, the CMAR manages contractors and subcontractors, oversees coordinating actions, provides quality control, and bonds and insures the construction. The RFQ is seeking a potential CMAR with the ability to provide a performance bond of $240 million, about the same as the entire cost of the Concourse B renovations. Respondents have until 2 p.m. on Sept. 27 to submit qualifications for the project. Finalist interviews, final selection, and awarding of the pre-construction contract are all slated to take place in October, with a Notice to Proceed for pre-construction services coming Nov. 1. All Proposers are responsible for checking the Authoritys website up to the submission deadline for any updates, addenda or additional information. The successful Proposer must sign a contract with the Authority that includes Federal Aviation Administration provisions, if applicable, regarding the Buy American Preference, Foreign Trade Restriction, Davis-Bacon, Affirmative Action, Debarment and Suspension, and Drug-Free Workplace, all of which are incorporated herein by reference. The Authority reserves the right to reject any or all responses to this Request for Proposals in whole or in part; to waive any informalities, technicalities, or omissions related to this Request for Proposals; and to reject responses on any other basis authorized by the Authoritys purchasing policies.
