Wahkiakum County requests proposals to hire a consultant to update the county's comprehensive solid waste and moderate waste management plan (Plan). The Plan update will be to review and updated the current plan to state standards as applicable in RCW 70A.205, "Solid Waste Management - Reduction and Recycling" and update the chapters to current demographics. The plan update needs to also be consistent with Department of Ecology 2010 "Guidelines for Development of Local Comprehensive Solid Waste Plans and Plan Revisions". The Plan will identify how each element meets the applicable initiatives with the Washington State Beyond Waste Plan and address the vision, goals, objectives, and recommendations of the Wahkiakum County Solid Waste Advisory Committee. Services required for this Project include: all necessary personnel and equipment necessary to complete the project. The County will select a consultant on the basis of the overall project proposal and evaluation criteria set forth in this Request for Proposals (RFP). The County reserves and holds as its sole discretion, the following rights and options: To award a contract for services: To reject any and all proposals for good cause: To supplement, amend or otherwise modify this RFP, and to cancel this RFP with or without substituting another RFP. To issue subsequent requests for new proposals, clarifications and/or additional information. To waive any or all informalities in proposals or failures to comply with RFP requirements. To request that further information be presented by Proposers in order to complete the evaluation process; and/or To determine and select a consultant at its sole discretion.
