Site work, paving and outdoor lighting for a transportation facility in Shelton, Washington. Conceptual plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; and for paving for a transportation facility.

The Port of Shelton (Port) is seeking a combined statement of qualifications and proposal from airport engineering firms, in accordance with FAA Advisory Circular 150/5100-14E. The selected consultant will provide final design and construction engineering for taxiway pavement rehabilitation and striping as well as the installation of taxiway edge lighting and lighted signage along taxiways. BACKGROUND In 2018, the Port selected an airport engineering consultant for preliminary design and environmental review for runway pavement rehabilitation, runway lighting & signage, taxiway lighting & signage and land acquisition at the Runway 5 end. The final design for the runway work and all environmental review was completed in 2019 along with construction of runway lighting and signage. Runway pavement rehabilitation was performed in 2020, which included all connector taxiways from the runway to the hold short lines. The final design and construction engineering for taxiway paving, lighting and signage is now being solicited for a FY 2022 FAA design grant followed by a FY 2023 FAA construction grant, as well as corresponding WSDOT Aviation grants. The last taxiway pavement overlay was performed in the mid 1990s and the airport has only had taxiway edge reflectors, rather than lights, to aid with night operations. This project will complete the engineering necessary to rehabilitate the taxiway pavement, add taxiway lighting and replace all taxiway signage with lighted signs. ESTIMATED PROJECT COSTS Design Engineering: $220,000 - $280,000 Construction & Construction Engineering: $2,970,000 - $3,630,000 PROJECT OBJECTIVES Taxiway Pavement Rehabilitation & Lighting Extend the life of all taxiway asphalt surfaces by at least 20 years via pavement overlay Perform asphalt demolition and patching in areas of pavement failure Perform crack routing, cleaning and sealing on all taxiways, and possibly taxilanes Reduce any longitudinal or lateral irregularities in the surface profile Use cold-planing for pavement transitions to existing surfaces Perform asphalt pavement overlay of all taxiways, and possibly taxilanes Replace taxiway signs with LED-lighted signs Apply new paint markings and refresh existing striping Minimize taxiway closure duration and/or use phased approach with partial closures Perform all work in accordance with USFWS approved lark protection plan Meet project deadlines and prevent cost overruns DESIGN ENGINEERING SCOPE OF WORK Attend a project kickoff meeting with the Port Attend a pre-design conference with the Port and FAA Assist with FAA and WSDOT grant applications Negotiate an engineering scope of work and get approval from FAA Identify key design milestones and generate a design schedule Review all available geotechnical information and fill in data gaps, if necessary Perform topographic survey of the runway and taxiways and provide survey control (using NAVD88 and NAD83 and the Ports basemap) Generate a basemap for the project including any nearby utilities Generate a final design for taxiway pavement overlay, edge lighting & signage File an FAA 7460 form and obtain FAA approval Create a construction safety phasing plan and get approval from FAA Provide final design plans and specifications for the taxiway pavement overlay Provide a final cost estimate Assist with bid solicitation and review CONSTRUCTION ENGINEERING SCOPE OF WORK Attend pre-construction meeting with the Port and the Contractor Review Contractor submittals and safety plan Respond to ongoing Contractor questions or suggested design modifications Provide 75% onsite inspection services Provide daily inspection reports and FAA quarterly reports Review onsite materials for compliance with specifications Provide inspections and approvals of all critical phases of the work Provide final as-built drawings in PDF and approved AutoCAD format Provide a final closeout report for the project and obtain FAA approval The method of Contractor Selection has not been Determined at this time *The value for this project is based on a financial range.
