The project consists of the upgrade of the majority of the airport's video surveillance end point devices. The base bid consists of the installation of approximately 490 cameras, with a large portion being direct camera replacements at existing locations. Additionally, the contractor will provide programming of cameras to the existing, recently upgraded, Genetec video management system along with the necessary expansion and programming of camera recording to the existing but newly installed Pivot3 storage array. A transition plan will be developed to ensure minimal camera down time during the entirety of construction. Each sealed bid shall be accompanied by a certified check, cashier's check or satisfactory Bid Bond, in an amount equal to five percent (5%) of the bid, payable to the Rhode Island Airport Corporation. The successful bidder will be required to execute and furnish a Performance Bond, and Labor and Materials Payment Bond as security for faithful performance and payment of all bills and obligations arising from the performance of the work. Each security shall be in an amount of not less than 100% of the contract price and shall be in a form acceptable to the Owner. Attendance for the Pre-Bid Conference will be taken promptly at 9:00 A.M., and all parties will be required to state their name and the name of their firm. A site visit will follow at the conclusion of the Pre-Bid Meeting, for those that are interested. Site Visit attendees shall complete and send the Visitor Badge Application, which can be found as an Attachment to this Advertisement, to procurement@pvdairport.com, no later than 2:00 P.M., on Wednesday, March 9, 2022. Attendees shall report to the RIAC offices, Rhode Island T.F. Green International Airport Terminal Building, 2000 Post Road, Warwick, RI and check in at reception on 3rd Floor. In accordance with CD recommendations, attendees are asked to bring and wear masks during the site visit. Neither the Owner, nor the Engineer, shall be responsible for disseminating information discussed at the Virtual Pre-Bid Meeting or Site Visit except as issued by Addendum. No other scheduled tours or visits of the project site will be conducted. The deadline for submission of questions is by 4:00 P.M., Tuesday, March 15, 2022. Answers to significant questions received by this deadline or clarifications will be provided to all prospective biddersthrough addenda posted on the FTP site by end of day, Thursday, March 17, 2022. It is the bidders' responsibility to check the FTP site frequently for addenda. No bidder may withdraw his bid within one hundred twenty (120) days after the actual date of opening hereof. Award of the contract shall be made to the lowest responsible and responsive bidder whose bid conforms to written requirements of the Owner. The award of this contract is subject to approval of the Federal Aviation Administration. The contractor must comply with certain Federal Contract Provisions shown in the bid documents, including but not limited to Buy American Preference, Civil Rights - Title VI Assurance, DavisBacon Requirements, Certification of Offeror/Bidder Regarding Debarment, Disadvantaged Business Enterprise, Certification Regarding Lobbying, Recovered Materials, Trade Restriction Certification, and Executive Order 11246. The contractor must pay wages to employees in compliance with the minimum wages established by the latest U.S. Department of Labor Wage Determination. All requirements of the State of Rhode Island and all administrative regulations shall apply to this project as if herein written out in full. The requirements of 49 CFR Part 26, Regulations of the U.S. Department of Transportation, apply to this contract.
