The City of North Battleford (CNB) owns and operates a municipal waste management facility (WMF) located approximately 1 km east of CNB at SW 15-44-16 W3M. A requirement of the WMF Permit to Operate PO21-012 is to conduct an annual groundwater monitoring program. CNB is seeking proposals to enter into a 3-year agreement to complete the WMF annual groundwater monitoring. Groundwater monitoring is required as a condition of the Saskatchewan Ministry of Environment (MOE) Permit to Operate Waste Disposal Grounds No. PO21-012 (Appendix A), hereafter referred to as "Permit". Groundwater monitoring is included in section 4.8 of the Permit and within the Monitoring and Reporting section of the MOE approved WMF Operations Plan. The approved monitoring program is conducted to characterize groundwater quality, compare past and current program results, identify potential trends, and delineate any groundwater contamination. The Permit outlines the parameters to be analyzed under the groundwater monitoring program. In addition, the groundwater monitoring program must be reported to MOE by March 31st of the calendar year on an annual basis. The method of contractor selection has not been determined at this time.
