Renovation of a water / sewer project in Yankton, South Dakota. Completed plans call for the renovation of a water / sewer project.

City of Yankton, South Dakota will receive bids for the Yankton Infrastructure Recovery and Critical Capacity WWTP EDA Improvements Project. The project includes, but is not limited to, the following major construction items: 1. Wastewater Treatment Plant (WWTP) improvements such as: Site Demolition Including Pavement Removal and Site Clearing Replacement of Electrical Main Gear to Eliminate Single Points of Failure Site Electrical Upgrades Portable Generator for Effluent Pumping Inlet Building Influent Screening and Associated Equipment Replacement Replace Process Aeration Pumps with Dry Pit Submersible Pumps Plant Bypass Gate Removal & Replacement Splitter/Secondary Influent Piping Replacement New Influent Piping beneath Levee Street from Existing Manhole to Inlet Building New Portable Bypass Pump Structural and Architectural Modifications to Existing Buildings Miscellaneous Site Piping Replacement for Installation of Proposed Utilities Sidewalk and Curb and Gutter Replacements 2. New Equalization Basin, Concrete Control Structures, and Pumping 3. 12 IN DIA. Force Main Piping and Associated Air Release Valve Structures 4. Asphalt Roadway Replacements 5. Manhole Casting Replacement along Hastings Drive 6. Traffic Control Associated with Roadway Closures 7. Erosion Protection, Storm Water Pollution Prevention, and Other Environmental Protection Requirements. 8. Grading, Seeding, and Landscaping 9. And Other Miscellaneous Items Owner reserves the right to make the award based on the lowest responsive bid. Disposition of said bids is expected to be held on the 11th day of April, 2022, after 7:00 PM, in the Career Manufacturing Technical Education Academy at 1200 W. 21st Street, Yankton, South Dakota. Additionally, in accordance with South Dakota Codified Law 5-18B-1 The Bidder to whom the contract is awarded will be required to furnish a construction performance bond and a construction payment bond to the OWNER in the amount of one hundred percent (100%) of the Contract Award for each bond, in conformance with the requirements of the Contract Documents. The construction performance bond and construction payment bond shall remain in full force until the completion of the Contract as specified in the General Conditions. Each Bid must be accompanied by a certified check, cashiers check or draft in the amount of 5 percent of the base bid and all add alternates (if applicable) and drawn on a State or National Bank or a 10 percent bid bond issued by a surety authorized to do business in the State of South Dakota and made payable to the City of Yankton. The bid guarantee will be retained by the OWNER as liquidated damages if the successful bidder refuses or fails to enter into an Agreement within fourteen (14) days after Notice of Award or fails at time of executing the contract to furnish a construction performance bond and construction payment bond guaranteeing the faithful performance of the work. Bids may not be withdrawn after the time fixed for opening them. The OWNER reserves the right to reject any and all bids, and to waive any irregularities therein. Bidders on this work will be required to comply with the Presidents Executive Order Nos. 11246 as amended, 11518 and 11625 as amended. The requirements for bidders and contractors under these orders are explained in the Specifications. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Womens Business Enterprises (WBE) are explained in the Specifications. The DBE/MBE and WBE goals for participation in this contract in terms of percentage of contract value are as follows: MBE 1.2 percent; WBE 6.9 percent. Davis Bacon and Related Acts wages and American Iron and Steel Provisions apply to this project. All provisions relative to those acts must be met. The low responsive bidder will be required to certify to compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. Refer to SRF General Conditions for Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment Law. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.
