The City of Chico (City or Local Agency) is requesting proposals from licensed professional firms (Proposers) to enter into a contract for Construction Management & Inspection, and Materials Testing Services associated with construction of the City's Bikeway 99 Phase 5 Project (Project). The Project will construct a 0.44-mile Class I bicycle and pedestrian facility adjacent to the east side of State Route 99 (SR99), including an overcrossing at East 20th Street and SR99. Project PS&E documents are currently at 95% development. Plans are posted as a Supplemental Document to this RFP. Specifications will not be posted prior to the RFP due date. The Engineer's constructions cost estimate is $10.8 million. Construction is anticipated to commence in early 2023, and is estimated to last 16 months, including a four-month lead-time for submittals and fabrication work. Work will generally take place during the day; however, 45 evenings of night work are anticipated. Background: Bikeway 99 is an approximately 7-mile Class I and Class II/III regional bicycle and pedestrian facility that generally parallels SR 99 from the City's northern limits at Eaton Road to the southern limits near Southgate Avenue. Consistent with the City of Chico 2030 General Plan and 2019 Chico Bicycle Plan, the bikeway is a critical component to the City's overall bicycle network serving as the north/south "backbone" infrastructure providing linkage to numerous east/west bicycle facilities. Development of Bikeway 99, which began in 2009, has occurred in phases as federal, state and local funding has become available. Phases 1, 2, 3 and 4 are complete and the engineering design is nearly completed for Phase 5. Project Location: Bikeway Phase 5 extends approximately 0.44 linear miles along the eastern frontage of SR 99 from the southern terminus of Phase 3, adjacent to Chico Marketplace, to the norther terminus of Phase 4, adjacent to Walmart. Funding: Construction Management & Inspection, and Materials Testing Services will be funded with federal Active Transportation Program (ATP) grant funds and local funds. All submittals shall be submitted in a sealed envelope or container, and clearly marked with the RFP number and title on the outside of the parcel. The City reserves the right to waive minor defects and/or irregularities in proposals and shall be the sole judge of the materiality of any such defect or irregularity. All costs associated with proposal preparation shall be borne by the proposer. At the completion of successful cost negotiations with the top-ranked consultant, all remaining sealed envelopes containing cost proposals will be returned to consultants. All proposals shall remain firm for one-hundred-twenty (120) days following the closing date for the receipt of proposals. The method of contractor selection has not been determined at this time.
