The purpose and intent of the Invitation for Bid (IFB) is to establish a firm fixed price contract to furnish all materials, labor, and equipment, for the completed construction and installation of four (4) Pickleball Courts on one (1) 128' x 68' concert pad for Culpeper County Parks and Recreation Park located at Mountain Run Lake, 16183 J.B Carpenter, Jr. Drive, Culpeper, Virginia 22701 in accordance with the terms, conditions and specifications contained herein. This solicitation is issued by the Culpeper County Procurement Department on behalf of the Culpeper County Board of Supervisors, herein referred to as "County". The Scope of Work includes furnish all materials, labor, and equipment, for the completed construction and installation of four (4) Pickleball Courts on one (1) 128' x 68' concert pad. All construction shall conform to existing State and County building codes. It is the contractors' responsibility to be aware of all applicable standards and specifications as well as required methods of construction. Parking lots, and landscaping is not involved in this project. Attachment A (Specification / Site Plan for Pickleball Courts Mountain Run Lake, dated February, 16, 2022) provides more details of the Scope of Work required by the County. Attachment B (Project Layout Map, Mountain Run Lake Park) provides general details of the pickleball site, staging area, and topsoil site. The extent and character of the services to be performed by the Contractor(s) shall be subject to the general control and approval of the Director of the Procurement or his authorized designee(s). The Contractor shall only comply with requests and/or orders issued by the contract administrator or his authorized designee(s) acting within their authority for the County. Bids shall be accompanied by either a cashier's check or certified check or bidder's bond in the amount of 5 percent (5%) of the bid amount made payable to the County of Culpeper. Bonds shall be with a surety company acceptable to the County. A performance bond and a labor and material payment bond (AIA Document A312) will be required in the amount of one hundred percent (100%) of the bid, including any additions and/or deductions and shall be provided by the successful bidder. Bidders are encouraged to visit the site and become fully acquainted and familiar with the conditions as they exist and the operation to be carried out. Bidder should make such investigations as they may see fit so that they may fully understand the Park, and the execution of the work. This will be the only tour of the park provided by County personnel. Minutes of the Pre-Bid meeting will not be recorded or published.
