Site work, paving and outdoor lighting for a civil project in Highland, California. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; and water / sewer project.
**As of May 11 2022, the project has not yet been awarded. A timeline for award has not yet been established.** This project involves a combination of roadway widening, roadway realignment, and pavement rehabilitation along 3 Street, 5 Street, and Palm Avenue in the City of Highland. For 5th Street, the project begins just east of Victoria Avenue and continues to a new 5th Street / 3rd Street intersection at Church Avenue. For 3 Street, the project begins west of Palm Avenue and continues east to the new 3rd Street / 5th Street intersection. Improvements on Palm Avenue begin south of 3rd Street and terminate north of 5th street. Project elements also include a raised landscape median island on 5th Street, street lighting along 5th Street and 3rd Street, modification of three traffic signals, signal interconnect, and storm drainage improvements. No bid will be considered unless it is made on a bid form furnished by the City of Highland. All bids shall be accompanied by a certified or cashier's check or bid bond for ten percent (10%) of the maximum amount of the bid and when delivered with a bid, shall constitute a bid guaranty that Bidder will, if an award is made to them in accordance with the terms of said Bidder's bid, Bidder will: 1) execute a contract on the City of Highland's standard form, together with Labor Code Certification thereon, 2) furnish contract performance and payment bonds with a corporate surety or sureties satisfactory to the City, each for not less than one-hundred percent (100%) of the total bid price, 3) furnish certificates of insurance evidencing that all insurance coverage required by the contract has been secured. The bid bond, performance bond, and payment bond must be obtained from sureties listed on the Department of the Treasury's Circular 570 approved list. For any monies earned by the Contractor and withheld by the City of Highland to ensure the performance of the contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Sections 10263 and 22300 of the California Public Contract Code. Any contractor who is interested in submitting a bid shall be required to register as a document holder on the City's website above. This is to ensure that Bidders receive notifications, such as addenda issued by the City. However, it is the sole responsibility of the Bidder to follow up on the project bidding process and to obtain all issued addenda. All bids received without the signed Addenda Acknowledgement form will be deemed non-responsive and rejected by the City. Any questions or communications shall be in writing. Pursuant to Public Contract Code Section 3300, the contractor must possess the following classification of contractor's license: CLASS "A" OR "C" at time of award. REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS. In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid or on any bid form, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5. This is a "public works" project and each Contractor to whom a contract is awarded must pay prevailing rates and post copies thereof at the job site. The project is funded through SB1 administrated by the State of California and the U.S. Department of Commerce, Economic Development Administration (EDA). It is the responsibility of each Contractor to follow all requirements of the State of California Department of Industrial Relations and the provisions of the Davis-Bacon Act as related to public works contracts. Bidders are hereby notified that the prevailing rate of per diem wages, as determined by the Director of Industrial Relations (DIR), applicable to the work to be done for the locality in which the work is to be performed in compliance with Section 1773 of the Labor Code of the State of California are on file in the City of Highland's office at the address listed above and will be made available to any interested party upon request. Contractors may also obtain the prevailing wages rates at the Department of Industrial Relations web site. This project is subject to compliance monitoring and enforcement by the DIR. The Davis-Bacon Act, as amended (40 U.S.C. 3141-3144, 3146, 3147; 42 U.S.C. 3212), which requires minimum wages for mechanics and laborers employed on Federal Government public works projects to be based on the wages that the Secretary of Labor determines to be prevailing for the corresponding classes of laborers and mechanics employed on projects of a character similar to the contract work in the civil subdivision of the State in which the Project is to be performed, or in the District of Columbia if the Project is to be performed there. The Davis- Bacon rates current as of 10 days prior to the bid opening will be applicable to the contract. The current wage rates can be searched at website. Before work can begin on a public works contract, the Contractor shall submit a Public Works Contract Award Information Form (DAS 140) to an applicable apprenticeship program that can supply apprentices to the site of the public work. The Contractor must request dispatch of required apprentices from an Apprenticeship Program for each apprentice able craft or trade by giving the Apprenticeship Program notice. The Contractor is to use a Request for Dispatch of an Apprentice Form (DAS 142) to submit his / her written request. The goal for the participation of women in each trade area shall be as follows: From April 1, 1981, until further notice: 6.9 percent. The minority goals for this project have been set at 19.0 percent. The Contractor is encouraged to thoroughly review, and if issued a contract shall adhere to, the EDA Contracting Provisions for Construction Projects as included in the Appendix B of the Special Provisions for the project. The City of Highland reserves the right to reject all bids and re-advertise if the City determines that acceptance of the lowest responsible bid will not be in the best interests of the City of Highland.
