Fulton County, Georgia ("County") is seeking consulting engineering services in the development of a Master Plan for the North Fulton county Water Distribution System. Through the issuance of this Request for Proposal ("RFP" and/or "Proposals"), the County is soliciting Proposals from qualified Proposers for the Water Distribution System Master Plan. Proposals provided in response to this RFP that comply with the submittal requirements set forth in Section 4.0, including all forms and certifications, will be evaluated in accordance with the criteria and procedures described in Section 5.0. Based on the results of the evaluation, the County will award the Master Plan for the North Fulton County Water Distribution System to the most advantageous Proposer based on the cost and the evaluation factors set forth in the RFP. The North Fulton County Water Distribution System serves approximately 78,000 customers, in the cities of Alpharetta, Johns Creek, Milton, and Roswell Georgia, north of Atlanta. The system purchases finished water from the Atlanta Fulton County Water Resources Commission's Tom Lowe Water Treatment Plant and distributes it through 1,100 miles of mostly ductile iron pipe ranging in size up to 54 inches in diameter. The most current overall Master Plan was developed in 2007 and primarily addressed the major system components (transmission system). Some of the 2007 recommendations have been constructed and some are ongoing in the current Capital Improvement Plan (CIP). One aspect of the Master Plan to be developed under this contract is to update the CIP based upon more current water demands projections as determined from updated population projections and per capita water use values. Additionally, a current Water System Master Plan is a regulatory requirement of the Metropolitan North Georgia Water Planning District (District) and this project is intended to meet that requirement.
