Although a firm timeline for construction has not been determined, bidding is not expected to start prior to 2026 and construction is not expected to start prior to 2027. *The closed solicitation has been included below for reference: The City of Rochester Department of Environmental Services, Bureau of Architecture and Engineering, is seeking proposals from engineering firms to provide preliminary design services for the transformation of the remaining segment of the Inner Loop Expressway into an accessible and multi-modal boulevard within a restored urban street grid. Design services are anticipated to be New York State-funded and construction and inspection are anticipated to be federally-funded. This Request for Proposals (RFP) is for preliminary design services only. Preliminary design will include, but is not limited to, preparation of a Project Scoping Report and engineering reports, inclusive of topographic and right-of-way survey and mapping and traffic and environmental studies. A joint Public Involvement Plan/Agency Coordination Plan is expected. The total project budget, inclusive of design, construction and construction oversight, is estimated at $97.25 million. The City of Rochester will rate proposals according to the following criteria to develop a short list of highly qualified firms: Firm Qualifications (10% score); Technical Proposal (40% score); and Project Team Qualifications (50% score). It is anticipated that short-listed firms will be invited to participate in interviews to give a presentation and answer questions related to the depth and experience of their team, understanding of the project, creativity, and technical knowledge of the issues.
