Renovation of a municipal facility in Bridgeton, New Jersey. Completed plans call for the renovation of a municipal facility.

New Jersey Department of Community Affairs, Division of Housing and Community Resources, New Jersey Small Cities Community Development Block Grant (CDBG) Program. Philip D. Governor Sheila Oliver, Commissioner New Jersey Department of Community Affairs Funding for the States CDBG Program was provided by a grant from the United States Department of Housing and Urban Development, State Community Development Block Grant Program. This project consists generally of Interior and Exterior ADA Improvements to the Municipal Building, new inclined platform lift, ADA compliant Mens and Womens Restrooms, ADA compliant Signage, copy room and kitchen ADA improvements. Proposals must be made on the standard Proposal Forms in the manner designated in the Bid Documents, must be enclosed in sealed envelope bearing the name and address of the bidder, and the name of the work on the outside addressed to the Clerk, Township of Fairfield; and must be accompanied by a statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Township of Fairfield and either a Bid Bond, Certified or Cashiers check drawn to the order of the Township of Fairfield for not less ten percent of the amount bid, except that the check need not to exceed $20,000. The successful bidder is hereby notified that a performance bond for the full amount of the project is required. A certificate is required from a surety company stating that it will provide bonds in the form and amounts as stated in the Contract Documents. Minority and Women Owned businesses are welcome to bid this project. Federal and State wage rates must be adhered to. The highest of the two wage rates and fringe benefits are applicable. Wage rates posted at time of bidding shall be used. The successful bidder will be required to execute a contract for the performance of the said work or the furnishing of said material or both, as the case may be, and a surety bond to be executed by a reliable surety company in a sum equal to the amount of the contract price for said work and/or material, guaranteeing the performance of the contract, which surety bond and contract shall be approved as to form and execution by the Township Solicitor. Federal Labor Standards require that Contractors and Sub-Contractors pay the higher of the State or Federal Wage Rates and fringe benefits in effect at the time the contract is signed. All bids must be accompanied by a copy of the Contractors and all subcontractors registration certificates or applications for registration through the Federal System for Award Management (SAM). Upon approval of any pending applications for registration, the successful contractor and any subcontractors must submit copies of the approved registration certificates to the owner. SAM registration must be renewed and kept current during the course of the contract. The Township will not be responsible for late mail deliveries and no bids will be accepted if received after the time stipulated in the notice to bidders. Bidders are required to comply with all applicable Laws and Regulations including the N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27 (Affirmative Action) P.L. 1999, C.238 (Public Works Contractor Registration), P.L. 1963, C.150 (Prevailing Wages), and P.L. 2004, C.57 P.L. 2009 C.315 (New Jersey Business Registration Requirements). Bidders are required to comply with require-ments of the Americans with Disabilities Act (N.J.S.A.10:5-31 et seq.) and Affirmative Action) N.J.A.C. 17:27) and with disclosure provisions of N.J.S.A. 19:44A-20.13. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue. During the performance of this contract the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27), all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety. The Township reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Township reserves the right to award this contract based on funds available. The award of the contract for this project will not be made until the necessary funds have been provided by the Township of Fairfield in a lawful manner. The Township of Fairfield reserves the right to consider the bids for sixty (60) days after the receipt of said bids. The Township of Fairfield also reserved the right to reject any or all bids or to waive any informalities in the best interest of the Township of Fairfield. The Bidder shall comply with the statutory requirements set forth in N.J.S.A. 40A:11-23.3 regarding bid withdrawal. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the Township of Fairfield, New Jersey for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. Owner reserves the right to reject any or all Bids and to waive any immaterial defect or informality in any Bid, if deemed in the best interest of the Owner. The said Contract Documents and Proposal Sheets may be examined at the Township of Fairfield Administrators office at 70 Fairton-Gouldtown Rd. Fairton, NJ between the hours of 10am and 2pm by contacting the Municipal Clerks office at 856-451-9284 to set up an appointment. Contract Documents are available solely for the purpose of obtaining Bids and not to confer a license or grant for any other purpose.
