Site work, paving and renovation of a mixed-use development in Tobyhanna, Pennsylvania. Conceptual plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; and for the renovation of a water / sewer project.

The Army Contracting Command - Aberdeen Proving Grounds (ACC-APG), Tobyhanna Division, is conducting this RFI in order to identify potential businesses that possess the required systems, expertise, capabilities and experience to support a Purchase Order for tank panel repairs to the Waste Water Treatment plant batch reactor tank located at Tobyhanna Army Depot, Tobyhanna, PA 18466. Please refer to Objective and Scope below. Any resultant purchase order will be issued by The Army Contracting Command - Aberdeen Proving Grounds (ACC-APG), Tobyhanna Division, 11 Hap Arnold Boulevard, Tobyhanna PA 18466. GENERAL REQUIREMENTS: The Government is seeking to identify potential business concerns capable of satisfying this requirement at the contractor level under NAICS code 237110, Water and Sewer Line and Related Structure Construction, (size standard $39.5M). Potential business concerns should be able to provide the construction repairs to the Waste Water Treatment plant batch reactor tank located at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466. The government is seeking a Fixed Price contract with an approximate 30-45 day period of performance. The requirements are defined below. Objective: The on-site tank repair services shall be performed on-site at Tobyhanna Army Depot (TYAD), Tobyhanna PA 18466. The service shall provide for the services associated with the concrete repair of the Sequential Batch Reactor Tank at The Waste Water Treatment Plant. The failed and broken apart post-stressed concrete panels shall be restored and stressed to the pre-existing condition. This project is located inside the Tobyhanna Army Depot. The services necessary to complete this project include providing all licenses, permits, labor, materials, equipment, supervision and management to complete the project. The contractor performing this work shall have a minimum of 5 years experience working on Post-Tension concrete members. The Contractor shall provide at least three previous examples/locations of similar work experience All work shall follow the UFC (Unified Facilities Criteria) and UFGS (Unified Facilities Guide Specifications) requirements. All construction work shall comply to The International Building Codes (IBC) and Unified Facilities Criteria Specification (UFCS). Codes And Standards American National Standards Institute (ANSI), Occupational Safety And Health Administration (OSHA), American Society For Testing And Materials (ASTM), EXISTING CONDITIONS & PREPARATION: Building 248 is an existing concrete pre-stressed panel tank for the waste water treatment plant that will stay in use during the repair process. Preparation shall consists of, but not limited to: removal of needed railing at repair areas. Removal of concrete debris from concrete panel. Removal of damaged PVC pipe for cable pathway. The contractor shall be responsible for the supervision and control of their contractor and subcontractor employees. REPAIR: Concrete Panel Repair: Furnish and install all materials, equipment, and labor to complete the repair of the broken post-stressed concrete panels at the Waste Water Treatment Plant. Remove debris from existing failed post-stressed panels. Form panels to restore back to original shape. Utilize drilling/doweling/rebar to tie the existing concrete panel. Replace damaged conduit pipe for post-stressed cable. Pour concrete to form panel back to original shape Rerun cable through concrete panels/conduits and stress to pre-existing condition. Reinstall aluminum railing to original installation. Clean-up and remove all construction debris from project site .
