ARC Project No. TN-19947-2020 Clearfork Utility District 115 Rogerston Road Clairfield, TN 37715 The project includes rehabilitating two pre-engineered filter units (two compartments per unit-adsorption clarifier and gravity filter), painting ductile iron process piping, coating the existing concrete floors in the operations room, replacing the analytical instrumentation stand, and other associated work at the Clearfork Water Treatment Plant in Clairfield, Claiborne County, Tennessee. Documents purchased by one party and bid by another party will not be accepted. The Contract will be awarded based upon the Base Bid to the lowest, responsive, responsible Bidder. Federal wage and hour (Davis-Bacon) provisions do apply to this project. The Contractor and any Subcontractors shall be subject to all provisions of the Federal Davis-Bacon and Related Acts (DBRA) and shall be required to pay not less than the prevailing wages established by the U.S. Department of Labor. The owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. Special Notice to Bidders This project is funded in part by an Appalachian Regional Commission (ARC) Grant. As such, this project has several requirements that must be strictly adhered. 1. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.D. 11246. 2. Bidders shall comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act and 40 CFR 31.36 L (3,4, & 6). 3. Bidders shall comply with the Presidents Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex, and national origin. 4. Bidders shall comply with the standards, orders, or other requirements issued under Section 306 of the Clean Air Act (42 U.S.C. 1857(h)), Section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Part 15, Title 40 CFR. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
