Background: The General Services Administration (GSA), Public Buildings service (PBS) is conducting market research on the open market for a possible Facilities Maintenance and Management procurement in San Francisco, CA. It is the goal of GSA PBS to utilize the national master specification for Facilities Engineering Operations & Maintenance and Vertical Transportation Equipment and Related Services. The intent of utilizing the Facilities Engineering Model (FEM) is to improve building operational efficiency, building maintenance, asset management, customer service, to modernize building services, and reduce operating costs. The acquisition strategy for this possible procurement is to compete to the maximum extent practicable, utilizing best value selection procedures (technical and price factors considered). In addition, utilization of small-business, in particular socioeconomic (Small Disadvantaged Business (SDB), HUBZone, Service-Disabled Veteran-Owned (SDVOSB), Women-Owned (WOSB)) concerns is a priority. To assist in developing an acquisition strategy, GSA PBS is issuing this Sources Sought to seek information from contractors. GSA PBS is considering awarding a competitive, firm-fixed price contract to a contractor which represents the best value to the Government, technical and price factors considered. It is expected that the contract will be five years in length, including options. The DRAFT national master specification is attached to this Sources Sought so vendors may review the typical services required and determine if they can meet the capabilities and performance requirements outlined. o The requirement includes Operations and Maintenance, Vertical Transportation Equipment, and Related Services. Utilizing a Performance Based Statement of Work (PBSOW), the Contractor shall provide management, supervision, labor, materials, equipment, supplies (shipping & handling), permits, including any associated fees, and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of equipment and systems, including vertical transportation and all related services located within the property lines of the above listed locations. Specific objectives for such a project may include: o Electrical systems and equipment o Mechanical, plumbing, and heating, ventilation, exhaust systems and air conditioning (HVAC) systems and equipment o Fire protection and life safety systems and equipment throughout the building(s) o Service desk operations / conference room management o Fuel tank storage, including above and underground storage tank (UST) o Technical and managerial expertise o Assimilate into GSA programs, information technology resources, and strategic objectives: 1. Environmental Compliance 2. GSA Sustainability Program 3. Tenant Satisfaction 4. Use of GSA Google Platform 5. Use of GSA networks and BAS systems on the network 6. Energy Analysis Utilization System (EAUS) 7. Advanced Metering Technology, ION EEM 8. BIM resources where available 9. GSA Link network where applicable o Work jointly and/or in stewardship with other facility related initiatives 1. Studies and surveys, environmental and energy assessments, etc. o Participate in review of Building Assessment Tool (BATS) surveys Sources Sought Notice for market research purposes only per Federal Acquisition Regulations (FAR) Part 10. Utilizing a PBWS, the Contractor shall provide management, supervision, labor, materials, equipment, supplies (shipping & handling), permits, including any associated fees, and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of equipment and systems, including vertical transportation and all related services located within the property lines of the above listed locations. This is not a request for proposal or quotes, and does not obligate the Government to issue a solicitation or award of a contract.
