The Work will include, but will not necessarily be limited to, providing all equipment, materials, labor, supervision, and testing services for the Water Treatment Plant Improvements project as further described in the Contract Documents. Clarification Deadline: 3/25/2022 12:00 PM Final questions are due no later than 12:00 p.m. March 25, 2022. A final addendum will be issued by 3:00 p.m. on March 28, 2022. Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier's check, or other security acceptable, to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law and may not be withdrawn during this period. Bidders must Bid on all items listed on the Bid Form. This Project is subject to the Davis Bacon Act conditions. This project is being federally funded by Dauphin County financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138., and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small business, and minority and women owned business enterprises in the bidding process. The Bidders must submit documentary evidence of Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitation and commitments shall be submitted concurrently with the bid. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. This Project is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This Project is subject to Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996. This project is subject to the Trade Practices Act of July 23, 1968, P.L. 686 (81 P.S. 773.101 et seq.) This Project is subject to the Public Works Employment Verification Act. This Contract is subject to Pennsylvania Human Relations Act 222 conditions. This Contract is subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions.
