Three (3) copies of the response are to be provided, including one (1) original and one (1) electronic copy on a memory stick in sealed envelopes or packages. The outside of the envelope or package must clearly indicate the name of the project ("NSD RFP 22-01") the time and date specified for receipt 2:00 PM, March 15, 2022, and the name and address of the Proposer. Respondents shall be responsible for successful submission to the Director of Business and Fiscal Services before the submission date and hour for the receipt of the responses. The District's time clock is the official timestamp for this RFP. Facsimile (FAX) or Email copies of this bid will not be accepted. Late and/or unsealed bids will not be accepted and returned to the Proposer. Proposer shall bear all costs of responding to this proposal. Contract Period: July 1, 2022 - June 30, 2025 (3 year) with the District having the option to extend for two (2) successive one (1) year periods OR July 1, 2022 - June 30, 2027 (5 year) If a Proposer is in doubt as to the true meaning of any part of this RFP, Proposer may submit a written request for clarification. All questions regarding this RFP must be submitted in writing via e-mail no later than Wednesday, March 2, 2022 at 2:00 PM (pacific time). Questions received by the deadline will be answered via written clarification that will be posted on the District's website no later than March 10, 2022 at 2:00 PM. All questions should be submitted with the following subject header, "NSD RFP 19-00001 - Vendor Questions_ Name of Vendor. Late questions will not be answered. Oral clarifications offered by any District employee will not be binding to the District. (661) 291.4168 E-mail: nsd-purchasing@newhallsd.com Proposers who download the solicitation document waive their right to have clarifications and/or addenda sent to them directly. Such Proposers are responsible for checking the website for clarifications and/or addenda. Note that there may be multiple clarifications and/or addenda. Failure to obtain clarifications and/or addenda from the website shall not relieve such Proposers from being bound by additional terms and conditions, the clarifications and/or addenda, if any, or from considering additional information contained therein when preparing their proposals. Any harm to a Proposer resulting from such failure shall not be valid grounds for a protest against award(s) made under this solicitation. The District is seeking either a three (3) year Contract with the option to extend two (2) additional one (1) year terms or a five (5) year Contract. The three (3) year Contract shall commence July 1, 2022 and end June 30, 2025 and the five (5) year Contract shall commence July 1, 2022 and end June 30, 2027. The District reserves the right to extend or abbreviate the Contract period if such extension or abbreviation is necessary to make the Contract term coincide with the "funding year" or "implementation period" as defined by the Universal Service Administrative Company ("USAC").
