00002958221 The Municipality of Lambton Shores would like to update our existing Water and Wastewater Rate Study and Financial Plans as well as the Development Charges Background Study / By-law as it expires at the end of 2022. The successful firm will be responsible to:
- Evaluate with staff the existing water and wastewater systems to determine future capital costs related to replacement and expansion requirements;
- Prepare a Water and Wastewater rate study with recommended rates for sustainability;
- Prepare corresponding Water and Wastewater Financial Plan that will ensure the systems are sustainable and remain in compliance with all legislation;
- Evaluate the Municipality's current policies and update our background study and Development Charges by-law; taking in to consideration projects identified by staff as future growth related projects satisfactory to the Municipality and in an accordance with the Development Charges Act, 1997 and regulations;
- Develop a public guide to the Development Charges Act By-law satisfactory to the Municipality identifying, in writing, approaches and policies with respect to local services, exemptions, indexing, phasing, Q & A, and charge rates;
- Evaluate the existing water and wastewater connection fee as they relate to the financial plans and make recommendations for any changes for "buy-in" and new capacity, including a service extension policy consideration
- Attend staff, Council, and required public meeting(s) to complete the studies;
- Assist with addressing and responding to questions arising as a result of the studies and by-law, and defending any appeals that may arise from the passing of the by-law; The method of Contractor Selection has not been Determined at this time.
