Proposals will only be accepted as a complete scope of work per the proposal form descriptions for each area of work and in accordance with Bid Package One (1) Documents. The following trades are highly encouraged to attend pre-bid due to logistics: demolition, excavation, concrete, steel installation, and fire sprinkler. Additional visits may be available upon request. Proposers must complete and submit with their response the appropriate Cost Proposal Form included in the package of documents for this solicitation. Failure to do so, or to submit an incomplete proposal, will likely cause proposal to be deemed non-responsive and thus rejected. All proposers must clearly outline their ability, capacity, and associated cost to furnish payment and performance bonds covering the faithful performance of the subcontract and the payment for all obligations arising hereunder. P&C reserves the right to consider in the evaluation the ability of proposers to provide payment and performance bonds, the associated cost of payment and performance bonds, and the current financial resources of the proposer. An affiliate of P&C will be submitting bids for Structural Concrete and Rough Carpentry. Bids shall be submitted to bids@builtbypandc.com and/or through Building Connected. This project is a prevailing wage project in accordance with Oregon Revised Statutes 279C.800-870. All proposers must be registered with the Construction Contractors Board at the time of submission of their proposals and carry all licensing and bonding required for a public project in the State of Oregon. P&C reserves the right to: reject any and all proposals; reject any proposals not in compliance with the solicitation procedures and requirements; reject for good cause any proposal that would be in the public's best interest to do so; and waive minor irregularities in any or all proposal responses. P&C will evaluate all proposals received and select the firms that provide the most overall value to the Owner for each area of work included in this proposal Package. There will be no public opening of the proposals received or announcement by P&C of selected firms until such a time after a selection has been made by the project team.
