If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope Bidders will be required to provide Bid security in the form of a Bid Bond in the amount of not less than 5% of the total amount bid, including all add alternates. Outside of that window, work will not be allowed to be performed until after 3:00 pm on school days. Bidder will be required to enter the number of days needed to complete the Work (Substantial Completion) on the Bid Form. As actual damages for delay in completion of the Work are impossible to determine, the successful Bidder (Contractor) and the Bidder's Surety shall be liable for and shall pay to the Owner an amount calculated per the Supplementary Conditions of the Contract, not as a penalty, but as fixed, agreed, and liquidated damages for each calendar day of delay until the Contract Work is Substantially Complete as defined in the General and Supplementary Conditions of the Contract for Construction.
